Simulation is an important method for urban public safety emergency command decision-making and urban public safety planning. Because the inherent complexity of urban systems, urban public safety emergency response show the characteristics of multi-agent,multi-factor,multi-scale,multi-parameter, and traditional simulation methods were difficult to describe the real complex dynamic process of urban public safety emergency response. In this paper, inspired by the complexity science, Geographical Simulation Systems (GSS), the new theory of Geographic Information Science, was introduced into the field of urban public safety emergency, and based on it the large-scale urban public safety emergency response dynamic simulation method were explored. This is a useful exploration for the establishment of new urban emergency command decision-making mechanism and urban safety planning pattern. The main research content and results are as follows:(1)Conducted in-depth analysis and summary to Modernistic System Science,Nonlinear Science and Complexity System theory, analyzed the urban system and the urban public safety emergency complexity, discussed this kind of question fundamental research method.(2) Studied the spatial dynamic modeling method of GSS. To second generation GSS--The Multi-agent System integrated the GIS carrying on the urban public safety emergency response complex process modeling conducted the deep research. Constructed urban emergency response multi-agent model based on the real city geospatial data, presented the model framework, the description method of emergency environment, the internal structure and the work principle of emergency agent, and further discussed model-based emergency planning and urban safety planning methods.(3) Conducted in-depth research to urban scale emergency response multi-agent model's implementation key technologies. Solved the simulation environment build, the geospatial data expression, the large computational data processing, the multi-agent behavior rules engine, multi-objective optimization algorithm and so on key technologies, especially the implementation method of spatial multi-agent with the MAS and GIS tightly integrated, proposed the model implementation technical framework. Has explored the technical way for the urban public safety emergency response simulation study, simultaneously provided the new thought and technology paradigm for other city complex space problem research.(4) Taking Beijing original eight districts basic geographic data as the experimental data and imaginary terrorist attack as the background carried out large-scale urban public safety emergency response simulation experiments. Designed a concrete emergency response model taking the above model frame as the foundation, and constructed the simulation system platform prototype based on the above technical framework, confirmed the operability of the model framework and feasibility of the technical framework. The experimental result has certain guiding sense for Beijing emergency decision-making and the urban safe planning.
