Economic growth at the expense of eco-environment would not lead to the maximization of social benefits, as enhanced life quality, which is facilitated by environment protection, is also an important element in the framework of uplifted living standard, the ultimate goal of economic expansion. In fact, economic activities, instead of imagined isolation from the eco-environment system, constitute an essential part of it. Therefore, it is vital to select an adaptive path of economic increase, such as restoring the weak or damaged eco-environment and increasing the supplies of eco-environment, and to realize harmony between economy and ecology.First, my thesis adopts the perspective of sustainable development of both economy and ecology, focuses on the relation between economic growth and protection of eco-environment, and reviews and analyzes the existent literature of sustainable exploitation of resources , and protection and restoration of eco-environment. This thesis first makes a theoretical summary of relevant theories, such as sustainability, environment-economy system, basic conflicts in the eco-economy system, externality, natural capital, government failure, which all deal with the sustainable use of resources and restoration of environment. Besides, the shortcomings of"restoration of weak eco-environment", a key concept as expounded in relevant literature of economics are also analyzed.Second, a suitable path of economic growth is likely to lead to the restoration of weak eco-environment in view of the different influences that varied ways of economic expansion may have on ecology. By applying the theories such as environmental Kuznets curve and level channels, and Yu Jiro Hayami development model and eco-environment restoration, it is revealed that forced institutional reform and induced technological progress can not only transform the economic growth model over-dependent on the input of non-renewable resources, but also can help coordinate economic growth and eco-environment, so that the inverted U-shape be eliminated. Both institutional reform and technological progress can help us avoid the Malthusian Trap, which is a concept in classic economics, and the pitfalls of neo-classic economics.Third, by applying the environmental Kuznets curve and Yu Jiro Hayami development model, the factors that might have led to weakness of eco-environment in West China region are identified. The case analysis of the economic growth in Zhaotong, Yunnan reveals that the inverted U-shape holds true for Zhaotong, proving that economic growth in Zhaotong still has not broken free of the cause-effect model of classic economics and neo-classic economics, and the problem of weak eco-environment is still worsening.Fourth, theoretically speaking, to restore the weak eco-environment in West China requires transcending classic economics and new-classic economics to include institutional reform and technological progress and selecting a suitable model of industrial development , and eliminating overdependence on non-renewable resources and sacrifice of eco-environment. Institutional reform involves two aspects: one is capitalization of resources, and the other is ecological industrialization, and the same is true for technological progress. Based on these two dimensions, other means such as horizontal integration, vertical integration, regional coupling, social integration, and structural flexibility, and combination of competences need to be taken to boost the ecological transition of traditional industries.In conclusion, to realize sustainable development of economy, and sustained increase of supplies for protecting eco-environment and maximization of social benefits and well-being, it is essential to strengthen the endeavors of restoring and protecting eco-environment so that the ecological threshold value be enhanced, and the harmony between economic growth and eco-environment realized.
