Japan's Participation In The Performance Of The System Of International Environmental Studies

The International Institutions, which strengthen the ties between a nation with the outside and are important theories and profound guidance for China's current Institutions to spring up, are hot theories to be researched among the international relations. The aim of the Paper is to analyze a country how to be involved in (hereafter referring to the process of establishing the system) the issue of the International Institutions based on the analysis of performance from the environmental Institutions in Japan.Japan has accumulated advanced environment technologies and theories of environmental protection, together with creating good environment for lives and manufacturing, which is classified as one good country to manage environment well by the international community, so that Japan is in the prior position in the field of the international environment. The factors, which include Japan's prior position in the international environment, strong economic strength and positively taking part in the international environmental protection, promoted to establish"The Kyoto Protocol"and the framework of the International Environment Institutions, simultaneously, played the vital role in the midst of setting up the framework of International environment. The difficulty to negotiate the matters of"The Post Kyoto Protocol", however, reveals that it isn't easy to build more binding international Institutions, and what are the reasons? The domineering powers may promote the establishment and running of the International Institutions by the way of the powerful strength, whereas, how will the Non-domineering powers effectively participate in the activities? As to this issue, we should discuss it from a new view of point, because there aren't adequate accounts in the established theories of the International Institutions.In order to solve the above problem, The Paper not only adopts a common model of bidirectional relations, that is to say, it is to study the ways of being involved effectively in the International Institutions by analyzing the ties between the actors and the trouble, but also puts forward the effects of resonance in the common fields to enhance the establishment of the International System. The homogeny is the main feature in the common field, therefore, it not only shows the common fields themselves, but demonstrates advantages for the relevant actors to effectively participate in it as well. Namely, there are, to some extent, the same homogeny between the actors and the common field, and the feature of homogeny is essential for a nation to enhance the occurrence of the resonance by the effective means. The stronger resonant effects the common fields make, the more effectively logical international system the common fields establish, accordingly, it will promote the most advantageous country to take part in the International Institutions under the optimal regulation.As far as the common fields are concerned, the main purpose of the Country being involved in the system of the international environment is for interests, but the ways to obtain the effective performance depend on the strengthen, strategies and opportunities to choose of the nations during the relevant countries'activities, also on the law of the International Environment Institutions. With this model, the process of setting up the Institutions, which was made by Japan from participating in activities of the International environment, is analyzed by this Paper. The obvious performance was made by Japan's foreign affairs of environment during the primary period of being involving in the International Environment Institutions. What has happened, because Japan's foreign affairs of environment were conformed to the law of the development in the common fields of the international environment, which promoted the establishment of the International Environment Institutions and set up Japan's advantageous position in the framework founding of the International Environment Institutions. However, Japanese negative behaviors at the conferences in Copenhagen and Cancun showed that Japan had suffered troubles during the process of being involved in the International Environment Institutions so that the related policies should be adjusted according to the national environment. Nevertheless, the Japan's policies after adjusting are objected to the basic principles of the International Environment Institutions, which denies the current International Environment Institutions actually, thus this will impact on the performance of being involved in the International Environment Institutions.
