The city is a product of human activities and progress, political, economic, social, and cultural fusion.A country developed becouse of city and also go to the world,spread the civiliation becouse of the oceal. recent years, the marine littoral states have eyes on the ocean, the proportion of coastal population has increased steadily. China's "12th Five-Year Plan" propose that vigorously develop the marine economy,"adhere to the land and sea to co-ordinate, develop and implement marine development strategy, and improve the marine development control management capabilities". By ocean expansion space for economic development, to foster new economic growth pole in response to the economic structural adjustment. Development and protection of co-existence of land and sea co-ordination has become an important and urgent subject. This thesis is to adapt to the needs of the land and sea co-ordinate research, also due to a combination of marine and urban research is relatively empty, so the expanded in-depth academic research, has a very important practical significance.Becouse have the same curltural gene, and also typical maritime coutry,selected our neighboring Japan and South Korea to a comparative study to make a more credible and full discourse. During the discoursing, analysis of the basic logic of the administrative system of the city, the city power development of marine governance, reveals the technical logic of the city and ocean relations from the nature of human needs.Using the logic of technical,capital, political and adminestrative,analysis the relations mechanism of urban and marine.By historical analysis of a maritime nations ocean city how to deal with in the pursuit of value of the times and challenges to the ocean,depth to reveal the nature of the relationship of the city and ocean. From the demand nature of the human activities, to the technical limitations and breakthrough,deep into the law constraints and the impact of the level of the economic activity, then to the transformation of social awareness and utilization of the requirements of the marine value.
