Research On Decision Making In Development Of Cities In China

After more than 30 years of reform and opening up, construction and development of cities in China has made great achievements. Urbanization process will accelerate with larger scale, and higher quality, and get into a crucial transition period from quantitative change to qualitative change, which will lead fundamental change of social structure, production method, life way in China. As a comprehensive decision making framework and reform platform, new urbanization with Chinese features follows principles of the people orientation, four modernization, layout optimization, ecological civilization, culture tradition, pushing the coming era of Chinese cities, serving as promotion opportunities for development level of China, and at the same time bringing great challenges to economy, social structure, decision-making system and traditional governance mode of the society.The meaning of decision making is "make decision". Decision making is a behavior that people have to face in human society at all times. The decision brings changes in nature, changes in human society, and changes in people, serving as the cause of progress and development of human beings in the past, present and future. In recent years, the problems of urbanization China have received widespread attention in academic circles, and there emerge lots of works about urbanization. In these works, the researches focus mainly on phenomena and inherent laws of the urbanization. In fact, the influence of city management and decision system in the process of urbanization is strong. However researches in this field remain relatively few. This research is aimed to study the decision making in construction and development of cities in China, the basic theoretical and analysis framework of city decision-making system, to conduct empirical research combined with the cases, and to explore and make suggestions for the healthy and sustainable development of cities in China. Main contents and research frame work are as follow:The first chapter is introduction. In this chapter, research background, main ideas, research basis, technology route and frame structure are introduced. Research aim is found of association of city development, new urbanization and city decision theory, and brief description is given of main selected cases.The second chapter is related researches & theoretical basis. In two ways, city science and decision science, recent theories and available literature resources are illustrated. Multi perspective and research development of modern decision science are discussed to analyze the existing problems. Human settlement environment in frame of city science theory and modern decision science theory is put forward as theoretical basis of this paper.The third chapter is the overview of city development and new urbanization in China. Characteristics of world urbanization, general law and development trend, especially Chinese urbanization history are discussed. Evolution characteristics, dynamic mechanism, forecast trends are studied. And the outline of the development of urbanization in Chinese is overviewed. This chapter paves the way for the following decision-making framework study in terms of decision object, decision maker, decision method and decision mechanism.The fourth chapter is city decision object, needs and goals. To study the decision-making object, we must distinguish the concept and the connotation definition of’city’. The features of the city development in China and difference of it from the other countries are discussed. In terms of challenges in reality, such as urban and rural structure, environment carrying capacity, globalization, marketization, and requirement of sustainable development, the trend in city decision making in China is discussed, new city decision goals are put forward.The fifth chapter is the city decision-making maker, organization and structure. Through literature study and investigation, the formation and the basic characteristics of Chinese decision-making system after the founding of the PRC and the future trend of reform are studied. The problems in decision-making, organization and structure are analyzed. In the study of the horizontal decentralization, the paper analyzes the influence of the relations between the central government& local governments, decentralization of the central government & local governments and Tournament Mode Promotion of local officials in city development.The sixth chapter is methods, tools and applications for urban decision-making. It mainly uses the method of case analysis. The first is the decision-making model shift from plans to planning by central government, the case is National special plan:" Twelfth five-plan "municipal solid waste and sewage treatment and disposal facilities and construction planning; The second is research on mode of urban planning decisions, the case is Framework Plan of Fujian Center City. The third is the city strategic decision, the case is Lu’an City Development Strategy facing 2030;The seventh chapter is mechanisms, behavior and procedures of urban decision-making. It discusses the characteristics of Chinese decision-making mechanism and the main problems. It focuses on analysis of application and impact of Finish by discussion and Consensus decision making model in urban infrastructure construction; The history and trend of urban administrative reform; decision mistakes discussion and case analysis. The case selection is urban infrastructure and public welfare projects decision-making mechanism of feasibility study on investment project.The eighth chapter is conclusions and discussion. It summarizes the main results of the research paper and summarizes the main conclusions and innovation for the prospect on the further research.The innovation points of the study in the paper are:(1) multidisciplinary and interdisciplinary integration, basic principles of the combination of the theory with the concrete practice of our country, It regards the urban construction and development of China as an object and regards the modern decision science as analysis perspective to build theoretical framework of urban decision science. (2) Based on the discussion of the features of the city development, the challenges in reality, the dynamic mechanism and the trend in city decision making in China and differences of them from the other countries, The paper analyzes the influence of the relations between the central government& local governments, decentralization of the central government & local governments, Tournament Mode Promotion of local officials in city development and application and impact of Finish by discussion and Consensus decision making model in urban infrastructure construction. (3) It conducts the empirical research through writer’s practice cases.
