Unconventional emergencies happened frequently in recent years, which not only caused huge loss of life and property, but also widespread concern in society. Decision unconventional emergencies face time constraints, information uncertainty, and lack of information, and many other issues, which bring enormous pressure to decision makers. Effective and rapid decision-making will reduce the harm caused by the incident, and efficient decision-making process can improve the efficiency of the decision-making, shorten decision-making time, and reduce losses to a minimum. Decision-making process based on the uncertain scenario information decision-making problems, thus structured decision problem analysis, analysis of key decision-making activities in the decision-making process, constructed to guide the decision-making process.Effective decision-making process to improve the efficiency of decision-making processes to build effective organization depends on the decision-making problems. The face of time pressures and uncertainty of information, the identification of the decision-making problems, issue the most. Decision-making scenario is the premise of the decision-making problem identification. This paper analysis knowledge element model of a single unconventional emergency. Through the relationship between knowledge elements to build decision-making scenarios, and then analyze the interaction between situational factors recognition as a decision-making problem. Meanwhile, the paper gives a formal representation of the decision problem. Using rule-based reasoning, combining the fuzzy theory and rule-based reasoning, the single very uncertain information and knowledge of the regulatory emergencies said. This article the one hand, application of knowledge element to the scene said that the application of fuzzy inference rules to achieve the recognition of the decision-making problems, on the other hand the application of the reachable matrix analysis of the key decision-making problem, constructed to guide the decision-making process. The examples demonstrate the effectiveness of the method and model of the seismic events.
