With the global a large number of the use of fossil energy for a long time, on the one hand, lead to exhaustion of the traditional resources, on the other hand lead to the global warming, and has brought severe challenges to human survival and sustainable development of economy. For ending this, the concept of low carbon economy (Carbon Economy Low) is proposed, if you want to curb the continued rise in global temperatures, it is necessary to develop low-carbon economy. At present, low carbon economy is highly praised by domestic and foreign because of its environmental protection function. The so-called low carbon economy refers to the economic development of low-carbon, including vigorously develop low carbon industries, development and application of low carbon technology, advocate low carbon life, all relevant economic form in general, is in green energy, low pollution, low emission and high efficiency, high efficiency, high efficiency (three low and three high) based, with low carbon is developing in the direction of, to energy-saving emission reduction are the way of development, to carbon neutral technology development method of green economic development mode.Because China is still in the rapid economic growth and industrialization process, to the transition to low carbon economy, industrial enterprises only by constantly adjusting the energy structure, improving energy efficiency, is China’s economic development and reduce carbon emissions path. Industrial enterprises as an important production unit of the national economy, its production and business activities must be accompanied by energy consumption, and become an important carbon emission sector. Therefore, the realization of low carbon energy management of industrial enterprises, a direct impact on corporate carbon emissions reduction and energy conservation.In this paper, on the premise condition of industrial enterprises to reduce carbon emissions, analysis how to make use of existing industrial enterprises energy management system, with the help of general using of the energy efficiency management system in the industrial enterprises, realize low carbon energy management, specific research contents include the following aspects:(1) Analyze and calculate the carbon emission path and intensity by using the energy audit method; Then we analyze the energy efficiency by means of the energy audit, researching the space to decline the carbon emission in enterprises.(2) In this paper, the technical and economic characteristics of the new energy sources are put forward, and a practical example is given. The selection method of new technology and new equipment was constructed, and the case was evaluated by the case of technology transformation of electric power enterprise.(3) The reasons of excess capacity are discussed, and the influence of industrial enterprises on the carbon emission is analyzed. A new model of productivity and capacity utilization is constructed. The new model is more scientific and reasonable for the calculation of production capacity of industrial enterprises. In this paper is based on capacity and capacity utilization, based on the input output model, from the three aspects of single factor productivity, total factor productivity and Malmquist index analysis of production capacity of industrial enterprises discharge effect analysis model.(4) To define the implementation of low carbon energy in industrial enterprises, and from the three aspects of economy, environmental effects and energy systems, the implementation of the comprehensive evaluation index system for the implementation of low carbon energy management of industrial enterprises. Using AHP method based on entropy weight, the weight of the index is weighted. The evaluation model based on fuzzy comprehensive evaluation method is established, and the relevant data are obtained through field investigation, and the effect of low carbonization of energy management is analyzel.(5) Analysis of industrial enterprise implementation of low-carbon energy management policy to motivate the necessity, game theory is used for different types of enterprises are analyzed, based on proposed policy measures, to achieve the protection of industrial enterprise energy management of low carbonization..
