| China has been the largest non-ferrous metals producer and consumer in the world, but the domestic resources of the demand of main non-ferrous metal products in China are relatively poor. It can not meet the extraordinary development of China’s nonferrous metals industry in recent years, so it is more serious that the supply of nonferrous metals in China depends on the overseas. The Chinese of production of ten kinds nonferrous metals increased by 2.77 times; the increase in consumption far exceeds the it from2003-2014. In that time the LME copper prices increased by 282%, the LME aluminum prices increased by 33%, the LME zinc prices increased by 157%, the LME lead prices increased by 308%. The price of non-ferrous metals is not only rapid, but also extremely volatile. The highest and the lowest price difference 3.44 times,0.86 times,2.85 times,3.94 times of the LME copper, the LME aluminum, the LME zinc and the LME lead. Rising prices of raw materials to China’s nonferrous metals industry and enterprises has brought a great cost pressures. Rising prices of raw materials for the future development of China’s nonferrous metals industry also has cast a shadow. For China which is still in the stage of industrialization development, the promotion of the industrialization process still needs the long-term support of non-ferrous metals industry, China’s nonferrous metals industry emerges a long and rigid demand for non-ferrous metal mineral resources. So Analysis of the development of China’s nonferrous metals industry are closely related to major strategic issues about the China’s sustainable development and new industrialization.This paper absorbed the research findings of geology, mineralization, industrial economics, resource economics, econometrics and other related fields. It is discussed the problem of resource constraints and supply and demand balance of China’s nonferrous metals industry in the paper by the combination of theoretical analysis and empirical analysis. The author carried on a more systematic study from the following three questions. (1) From the points of industrial chain, the problem of resource constraints in the development of China’s nonferrous metals industry is demonstrated. (2) From the points of industrial system, it is researched on the relationship between China’s nonferrous metals industry and other industries. (3) From the points of the balance of supply and demand, the import and export trade of China’s nonferrous metals industry is studied. Around such issues, the research work and content of this paper is mainly reflected in the following aspects.1. Research on the causes of resource constraints in China’s nonferrous metals industryIn the chain of nonferrous metals industry in China, the quantity and quality of the nonferrous production can not meet the needs of the development of nonferrous metals industry. The capital and technology of mining industry trails the other three industries in the industry chains of mining industry, smelting industry, rolling processing industry and nonferrous metal products industry. Mining industry in the development of non-ferrous metals industry is lagging behind. China’s nonferrous metals industry has a strong correlation with other industries in the industrial system by input-putput analysis. The non-ferrous metals industry is still occupying an important position in the China’s industrialization in the period. The production of nonferrous metal mineral resources is the weakest in the whole industrial chain, which restricts the sustainable development of nonferrous metals industry.2. Analysis on the development of industry value chain of China Nonferrous Metals IndustryFrom the perspective of supply chain, value chain, enterprise chain, we analyze the current situation of China’s nonferrous metals industry and resources by the supply chain theory, and furtherly draw the basic reasons for the constrain of the development of China’s nonferrous metals industry, China’s nonferrous metals industry chain imbalance, the value chain of unreasonable and so on. These provide fundamental base for the further research.3. The qualitative and quantitative analysis for Supply and demand pattern of China’s major non-ferrous metal products from 2015 to 2025By three internationally recognized method for determining the stage of industrialization, the author defined the period of industrialization in China over the next decade. And it is assumed that the future development of Chinese industrialization is a new type industrialization with the coordinated development of population, resources and environment. The optimal exhaustion theory of non renewable resources will be used to qualitative judgment for the China’s future non-ferrous metals consumption. On the basis of qualitative analysis, the ARIMA model is used to predict the supply and demand of China’s nonferrous metals in the future.4. Accelerating industrial and product structure adjustment and improving competitivenessBased on the sustainable development of nonferrous metals mineral resources in China, it is that accelerating the adjustment of industrial structure, optimizing the integration of industrial organization, reducing the proportion of the smelting industry in the industrial chain, improving industrial concentration, reducing the disorderly competition, prompting the level of international competition in the industry. Enterprises and the governments jointly promote the combination of production and research, increase the scientific and technological content of products, form multi-level product structure for covering the market.5. Chinese non-ferrous metal mineral resources of diversified global resource allocation The import source concentration and Herfindahl-Hirschman Index were used to analyze dependence degree on imports of Chinese non-ferrous metals. It was proposed that implementation diversified global allocation strategy of non-ferrous mineral resources in China to reduce excessive reliance on individual countries, individual regions or individual products. It was formed supply chain of China non-ferrous metal mineral resources that characteristics are diversified sources of imports and multiple levels of products’ structure6. Recycling non-ferrous metal industry reduce dependence of non-ferrous metal industryThe biggest weakness of China’s nonferrous metals industry is that the upstream resources supply capacity can not meet the domestic demand. The development of renewable non-ferrous metals industry can not only improve the technical level of China’s nonferrous metals industry, but also to reduce the dependence on foreign mineral resources. The development of renewable non-ferrous metals industry is an important way of sustainable development of China’s nonferrous metals industry.
