The Study Of Regulatory System About Food Safety And Security Of Domestic And Foreign Animal Derived Food

China is a big production and consumption country of animal derived food. Since the reform and opening up in China, animal husbandry has rapidly developed and animal derived food production increased dramatically. In recent years, animal derived food safety problem has been more and more important because of the livestock and frequent food safety accidents, and the research of animal derived food safety regulatory system is of great significance. The animal derived food safety regulatory system of the United States, the European Union, Japan, Australia and China consisted of eight parts in this research, including the development courses, the content such as the legal system and security system. The mainly conclusions are as following:Firstly, the nature of the animal derived food safety regulation is promoting the reasonable configuration of resources and make full use of these resources in the form of legal norms. It is necessary to have a top-level design of existing animal derived food safety legal system and put forward the core law and supporting laws and cohesion of the unified standards and arrangement to promote the unification of the law of produce quality safety and food safety. The special administrative law of meat, egg and milk and the related products must be developed as soon as possible. It is also urgency to revise the current rules and regulations and improve the legal status to control the animal derived food safety risk.Secondly, the animal derived food safety included the quantity of farm, production and consumption. It is difficult to rule over all of the transaction by an agency. At present, the state of food and drug administration bureau, health and the ministry of agriculture in China mainly consisted the regulation departments. It is necessary to reduce the cross functions, strip of agriculture risk assessment related functions under the existing pattern. A third party of social agency can charge the commission of revision functions of animal derived food safety standard. Further clearly department division of department must be done to strengthen the animal derived food safety regulation.Thirdly, the technical regulations and standards should be distinguished and the technical regulation system must be built. The current animal derived food standard system of compulsory standards should be improved to technical regulations in order to implement. The voluntary standards should be retained to guide the industry to achieve the higher requirement.Fourthly, the scientific risk analysis is the premise of animal derived food safety regulation. It is important to focus the function of risk assessment on health and family planning commission and separate the risk analysis and risk management to avoid mutual shuffle between departments. A national monitoring information platform should be established to share the monitoring data from all of the relevant departments0 and help to provide scientific and effective data as references to regulate animal derived food safety and formulate standards.Fifthly, the tracing system is the best way to realize the information transparency of the whole animal derived food chain and. enhance the confidence of consumers. In China, it is difficult to establish the tracing system because of the low degree of animal husbandry development. The traceability system could be build by developing moderate scale cultivation, tax incentives, financial support and technical support to guide enterprises to participate in the traceability system construction.Sixthly, the ultimate goal of animal derived food safety regulation is to realize the social co-governance. Ensuring the animal derived food safety is the common responsibility of government, enterprises, consumers and media. It is necessary to adopt relevant measures to encourage stakeholders taking part in the animal derived food safety regulation.
