With the rapid development of China’s economy in recent years, insurance enterprise’s profitability have been greatly improved. It is very important for the insurance companies to maintain the profit growthin the current economic environment. Through the implementation of effective purchasing and supply management, it would be very helpful for insurance companies to cut costs and to improve efficiency. Procurement staffs ability and its management is the most key factor which influences the procurement performance, and the two most important issues in the management of procurement staff is personnel recruitment and job performance management. This paper starts from the procurement staff personality traits, and then analyze staff recruitment and work performance problems. On the basis of the analysis of related literature, the following issues are discussed in this paper.(1) The relationship among staff personality traits, perception of the management system and job performance is empirically discussed.On the basis of the design for the big five personality traits scale, system perception scale and employee job performance scale, using the questionnaire, this paper empirically studies how the staff personality trait of extraversion, openness to experience, conscientiousness, agreeableness and neuroticism affects the institutional perception and job performance.(2) A procurement personnel selection mechanism is designed with the consideration of personality traits for insurance enterprises. On the basis of former chaper, a purchasing personnel selection evaluation index system is put forward with the consideration of personality traits in this paper, which makes the system more complete.The maximizing-deviations method of weighting improves the applicability of the evaluation system. At the same time, TOPSIS method based on interval number is used to evaluate the procurement staff, improving the objectivity of the qualitative index score.(3) A job performance appraisal system is proposed for procurement staff based on personal balance scorecard.According to the features of procurement staff, personal strategy map is constructedfrom the value level, customer level, the value creation process level, learning and growing level, and then personal balance scorecard performance appraisal index systemis established based on strategic map for procurement staff. The fuzzy multiple attribute decision making method based on Vague set is chosen for job performance evaluation, which meet the personnel preference of using language variables for the performance evaluation. The use of vague set method reduces the difficulty of assessment, and improves the operability ofjob performance evaluation.
