The development level of a national software industry plays an important role in the rapid development of the economy, as the core of information industry, software industry is knowledge-intensive and high value-added, high efficiency, information collection, processing and service is inseparable from the software, it is the information industry leader, at the same time, permeability and promote the upgrade and optimization of other industry, is an important indicator of measuring national comprehensive strength. As a result, the validity of the software industry coopetition directly affect the smooth development of SIVC, by establishing a reasonable and effective SIVC coopetition mechanism, eliminatethe vicious competition, encourage innovation, to fundamentally guarantee SIVC booming, the promotion of the competitiveness of the SIVC has theoretical significance and practical significance.Based on the existing domestic and foreign scholars’ research, firstly, the connotation and characteristics of SIVC is analyzed in detail, point out the difference between the SIVC and traditional software park and software alliance,expounding the internal and external factors affecting the formation of SIVC and types, and the definition and characteristic of the software industry, pointed out that the software industry have the characteristics of modular division of the industrial structure.
