A Study On The Path To The New Urbanization Of China

While modern urbanization was produced early in Europe. The concept of new urbanization is developed on the basis of urbanization, which is the improving of small towns, and this urbanization concept is the "urbanization with Chinese Characteristics". Urbanization is based on the modernindustrial andcommercial, which is the inevitable creation when non-agricultural processing industry especially the manufacturing sector is developed to a certain stage. However, new urbanization cannot only rely on the commerce and industry, it can do that in based on the agricultural industry development. The immediate objective of urbanization is non-agricultural, it attempts to build such a modern urban area, so it is a "reconstruction" process. But new urbanization may be a gradual urbanization, so non-agricultural is just its ultimate conversion goal. Urbanization reflects the opposite way of thinking from the countryside to the city and urbanization reflects the dialectical mode of thinking from two to mediation, which comes from urbanization and the construction of small towns, trying to get the key personnels to participate fully in the pursuit of industrial structure coordination with achieving urban and rural integration and common development. The menifestation is the urbanization on the employment, lifestyle and residential area. From the perspective of the external environment, new urbanization which is the new stage of the urbanization, pays great attention to the urbanization of public services, social governance and the beautiful living environment.Therefore, this paper is divided into seven chapters to elaborate.The first chapter is an introduction, mainly introduces the purpose and the meaning of the topic in this article, shows the research status and the shortcomings at home and abroad on urbanization, and expresses the research ideas and methods in the paper so as to carry out the paper foundation.The second chapter analyzes the internal relationship and the differences between urbanization, urbanization and new urbanization among the three concepts, we not only reveales the new urbanization as the only way of urbanization and Rational Choice of Chinese contemporary rural development, but also analyzes the similarities and differences between the urbanization and urbanizaiton, demonstrating the characteristics of new urbanization.The third chapter from the perspective of the ideological foundation and ideological content reveals China’s new urbanization is the product of the combination of Marxist Theory with contemporary Chinese urbanization and new urbanization. In the field of the history of thought, Marx and Engels which connect with the era in which they depart, analyzed the drawbacks of the capitalist city, focused on the picture of the future of urban development, thoroughly criticized bourgeois scholars’ and utopian socialists’ urbanization theory, put forward their own urban development theory and now it become the theoretical basis of new urbanization development path with Chinese characteristics. Marx believed that the rural to the urban is the development product of social division of labor, industry clusters to the city is the requirement of industrial development, trade flows to the city is the result of laws of the market. It is the inevitable choice to pursue a better life, which is inevitable and progressive on the history and society. However, capitalist urbanization since the industrial revolution makes more and more dependent on the agricultural industry, farmers increasingly dependent on capital, which results in urban to dominate and press rural, there is a clear paradox in urban and rural areas as well as farmers’ opposition to the city’s personal attachment. For this reason, Marx believed that in the future communist society, the urban and rural should be change from opposition to settlement, the city may transform from the original urban-rural relations towards the liberated relations, and divide the elimination of urban-rural ultimately. This means that when we are promoting the construction of new urbanization, we should earnestly impel people-oriented rule to build livable industry modern new town, so we can do the green development, innovation development, coordinated development, shared development and sustainable development, urban and rural residents can share the achievements of the construction of new urbanization.Chapter IV accords to the Marxist urbanization theory and Chinese Marxist urbanization theoretical thought, demonstrated the content of the new urbanization, which includes the pluralistic main body participation in order to build it into a modern District of Habitability industry, realizing the equalization of public services. This livable and desirable industry, including two sides: First, in order to achieve a modern way of life, reflected in the "livable"; the second is to achieve the modernization of human production, expressed as "desirable industry", the two sides are completely united in the construction Way of "human modernization".The fifth chapter from the point of view of typology, we choose Dongfu Town of Haicang District in Xiamen, Xiaotao Town in Yong’an City of Sanming, Bailai Town of Anxi County in Quanzhou, from the dimensions including the level of economic development, industrial base, resource endowment and resource utilization level in different areas for the studyDongfu Town, Haicang District of Xiamen City as represent of "industrial-type urbanization", government commitment to promote industrial development in situ urbanization, employment protection in situ urbanization as starting point, base public facilities and services to carry the construction job, so that urbanization and landscaping can unite and strive to make migrants and local villagers have equal treatment, it has formed a common prosperity of urban construction model. Xiaotao Town, Yong’an as ’Work’ agricultural type urbanization "typical, has a good foundation for the development of commerce, the town makes the planning as a guide, not pursuits for maximum economy, but puts ecological economy as the core. it also puts public service as a starting point to promote the construction of beautiful countryside, forms a unique pattern of urbanization, providing ecological beauty "Xiaotao Mode" for the construction of new urbanization. Bailai Township, Anxi county, as "agriculture-based urbanization" representatives, they use to carry out the new reservoir resettlement urbanization, they use oriented demand of immigration, employment protection, public services as a tool to build new urban areas, and to join in resettlement by multi-agent participation. They even select a certain number of immigrants as local grass-roots cadres of resettlement area, who involved in economic, social and service projects of resettlement areas, this integration role for the achievement of immigrant urbanization, promoting the production of the city is very obvious. Through research these three places, we found production integration of the city is a road of new urbanization that city and towns, the urbanization and new rura can promote cooperative developmentChapter VI stands in the " five development philosophy," from urbanization in the three towns of Fujian, we found new urbanization construction has over-reliance on government force. Their urbanization is mainly the result of conscious action of external force rather than internal energy. Much action is impelled through government’s administrative meanings, like financial as well as legal means to promote strongly, but not from the social subjects’ spontaneous collective action,it is more passive choice rather than the result of the initiative of urbanization. This means that the construction of the new town is largely lack of people, showed a general lack of urban employment, urban living habits have not yet changed, the effectiveness of the localization of foreign workers is unknown, people-oriented policy has not been really implemented. Thereby the development of new urbanization positioning is unreasonable, and development way is extensive, urban social management is behind. At last, sustainable development is not enough.Chapter VII proposes new urbanization development countermeasures, which is to achieve the transformation and upgrading of lifestyle, employment, public services, spatial region, social governance and living environment. From the content point of view, the new town construction involving the two aspects of material content and services, the former emphasis on how to build a modern livable and desirable industry town, while the latter focuses on how to ensure the equalization of public services, in order to practice people-oriented, livable and appropriate business development path and development strategy. It is necessary to strengthen top-level design in the equalization of public services, the formation of the Multi- governing and pluralistic supply mechanism, the establishment of evaluation mechanism of public service equalization, to help push the implementation of equalization in public services.In order to realize new urbanization, we must abide by the ideal of innovation, coordination, green, open and shared philosophy,to avoid the track and the detour in the old developed countries,to achieve equalization of urban and the industrial transformation and upgrading, enhance primary industry, promote secondary industry and improve the tertiary industries. Let agricultural immigrants work locally, strengthen human resources power to ensure the construction of new urbanization. In addition to that, the pluralistic coordinated human development between urban and rural, regions and regions, economy and society must be improved, to ensure the sustainability of the construction of new urbanization, increasing new power of urbanization construction.
