Social and economic development should not only focus on efficiency, but also should pay attention to fairness, pay attention to the interests of vulnerable groups.Therefore, this study on the land revenue sharing mechanism in the urban and rural more study, study the effects of various factors, which affect the revenue sharing and mechanism, for reasonable interpretation of the existing level of sharing, and according to the influence factors and influence mechanism, put forward to improve the level of revenue sharing ideas, to reduce the regional differences, safeguard farmers’property rights, urban and rural development as a whole to provide policy recommendations. In the longitudinal point of view, the types of Land elements flowing and the level revenue sharing is both different. Second, according to the characters of public affairs and collective action benefit boundary, determine the boundary and scale of community governance, formulate corresponding rules of decision-making, execution and supervision, guide all kinds of autonomous organizations in order to participate in, perfect rural community governance structure.Finally, the maintenance of revenue sharing mechanism is analyzed. Study of Chinese constitutional system, the collective land property rights system, fiscal system, appraisal system of local government, and land supervision system’s impact on revenue sharing system. The study found that China’s constitution in the life of cash or the state of the lower implementation degree, will be conducive to the improvement of revenue sharing; China’s collective land property rights system of fuzziness on the formation of local government incentives, but the existing reform measures such as register the has positive function to the improvement of revenue sharing. The implementation of land supervision system has positive function to the improvement of revenue sharing.
