Research On The Evolution Of Regional Innovation Systems

In the process of economic globalization, the world economy increasingly focous on the regional economic development and the regional innovation capability is becoming a key to gain a competitive advantage. competition.Following the independent innovation road with Chinese characteristics,our country attach importance to constructing the regional innovation system(RIS).Fully understanding the objective rule of industrial development, independent innovation, and building of Regional innovation system is of the first importance. However, the researches of these theories are inadequate. Most of them summarized the function and role of regional innovation system from a static point of view to give some policy recommendations, not yet considered the diversity of the region, as well as the evolution of the system. This paper studies the nature of regional innovation systems from the perspective of the industry knowledge base(IKB), analyzes the interaction between them, and gives the characteristics of different industry knowledge base types in the path evolutionary of regional innovation systems. The main contents and conclusions are as followings:(1)The theory of IKB in RIS. The IKBs have three types that are analytical knowledge bases, synthetic knowledge bases and symbolic knowledge base. The synthetic knowledge bases produce innovation through the use and recombination of existent knowledge, tacit knowledge is dominant, and the incremental innovation is main way. The analytical knowledge bases produce innovation through new knowledge that is created by science and research, explicit knowledge is dominant, and the radical innovation is main way. The symbolic knowledge base is a third category that has been introduced recently to account for the growing importance of cultural production and the incremental innovation is mail way. The IKBs affects the building of RIS which the IKBs are thecore factor,its allocation innovation is intermediate link,the institution is externaI environment, and the knowledge linkage from outside is the exogenous shock, all of above make thetypesof RIS different.(2)The influence on the construction of RIS by the IKBs. By the way of micromeso-macro perspective, this paper given the analysis of influence on the construction of RIS from the aspects of space, innovative features, innovation networks, institutional environment. And it pointed out that the IKBS is the important role in the construction of RIS. There are three influences: large industrial RIS(single type IKB in the RIS), interactive RIS(there are two types of IKBs in RIS which interactive each other) and Integrational RIS(there are three types of IKBs in RIS which integrational one another).(3)The effects on the evolution of RIS by the IKBs. According to the theory of evolution evolutionary economic geography, there are two forms of the evolution of RIS which include path evolution and the life cycle. There are three ways of Path evolution of RIS: path renew, path extension and path renew, and four stages of the life cycle: gathering stage, interactive stage, integration stage and diversitystage which referred the stock and the types of RIS changed. Then it discussed the characters of each types of RIS and given some advices for future development.(4)The analysis of IKB of RISs in China. Application location quotient index to analysis the types of province’s IKBs, and it made a simple measurement model to analysis the stock of province’sIKBs, then it classified and analysised the types of the evolution of RIS. At last, it studied the evolution of RIS of Guangdong, Liaoning province to analysis the role of IKBs.
