The strategic position of Coal Industry is very critical in China, and its development is closely related not only to the whole national economy security but also to national security. After the founding of PRC, Coal Industry in China had experienced the period of fledging, growth and rapid expansion, while entered mature stage already. Looking back the development course of decades, the industry accumulated a lot of problems when it scored fruitful achievements at the same time. Since 2012, Coal Industry in China has been depressing for quite a long time as the influence of the global financial crisis sprawled outwards. The old problems become more severe now, while the new problems appear irresistibly. All those give the study on industrial transformation of this Industry in China necessity and urgency.This paper is to study the transformation problems of China’s coal industry from the industrial security perspective. An integrated framework was presented by the analysis of the industry’s reasons of industrial transformation, paths of transformation and evaluation for the transformation, which was used to provide experiences and help for the industry transformation in China.The study on industrial transformation in the past mostly focused on empirical research that realistic problems of a certain industry or place. In this paper, the operation mechanism of industrial transformation was systematically discussed in the aspects of theory and practice with economics and other related disciplines from the industrial security perspective. Based on an analysis of internal relation with industrial security and industrial transformation, it pointed that the reasons of industrial transformation is to ensure industrial security, the paths of transformation should follow secure way which is self-organization evolution, Industrial Safety could be used to evaluate if an industrial transformation was successful or not. Based on the judgment, the problem of industrial transformation was systematically discussed, combined with the industry’s current situation.The main innovation points of the paper includes the following aspects:Innovation of Research Thought:The problem of industrial transformation was studied from the industrial security perspective, and the factors of natural environment and social environment was introduced into the study. Based on theory of Industrial Security, the internal relationship with industrial security and industrial transformation was found through expounding the relationship between industrial economy and industrial security. Then the analysis tools of economics were used to research the influences of social environment and natural environment on industrial security. According to this, the framework came up which includes the three factors of economic, society and environment, with that the industry’s reasons of industrial transformation, paths of transformation and evaluation for the transformation were studied.Innovation of Research Methods:Combined with method of Systematics and the theory of Economics, the industry’s secure path of transformation was discussed with Self-organization Theory. Transformation in the way of self-organization evolution was proved to be the safest one because of its superiority. In the perspective of Dissipative Structure Theory, conditions of self-organization evolution for the industrial transformation were discussed from the aspects of openness, nonequilibrium state, nonlinearity, fluctuate and so on. With this and the industry transformation experiences of the international energy industry, the paths of industry transformation were illustrated as industrial integration, industry convergence, industrial upgrading, industrial division and industry substitution. Based on Synergetics, the synergistic effects of the different paths and the fuctional bodies were described so as to explain the realization mechanism of self-organization evolution for this transformation.Innovation of Evaluation Methods:According to the judgement "Industrial Safety could be used to evaluate if an industrial transformation was successful or not", the security evaluation system for the industry transformation was structured to evaluate different paths. According to Industry Life Cycle Theory, the industries in different stages must have their own characteristics and development goals. As a result, in order to structure evaluation system scientifically, different assessment objectives based on stage’s characteristics were set, on the basis of which indexes’ weighting coefficients in system were continually adjusted. From the Industrial Security Concept, the author structured a 3-class index system based on which RCA was used to give weights to all the indexes and some aggregation method and assignment method were also used to complete this system.Besides the innovation points above, relevant theoretical problems about industrial transformation were discussed in this paper. Because the concept of Industrial Transformation hasn’t reached any agreement yet, the author tried to give his own point by analyzing the scholar’s viewpoints. For explaining the connotation and denotation of the concept clearly, the author discussed the relationship between the concepts of Industrial Upgrading, Business Transformation, Regional Economic Transformation and it. Based on the clear concept, the nature of Industrial Transformation was concluded that the develop behavior of practicing the scientific development concept, the innovative behavior of breaking out of the traditional pattern of economic and the organizational change behavior of adapting to environmental changes.Finally, the author chose the transformation experience of Changzhi’s coal industry as a case study.
