Entrepreneurship heterogeneity and "entrepreneurial paradox" posed a challenge to the hypothesis of the Western theory of entrepreneurship, which is "entrepreneurial activities are high-quality in the context of good institutional background". The vagueness of many empirical results also means that entrepreneurial quantity is no longer a "good" indicator of regional entrepreneurial level. Therefore, in order to identify the role of entrepreneurship in the economic system more comprehensive and objective, a series of theoretical and empirical analysis was carried on surrounding entrepreneurial quality in this article, aiming to answer the following questions: What the quality of entrepreneurship is; how the entrepreneurial quality will be determined; how the entrepreneurial quality impact on economic growth, and be affected by the regional environment; how to measure the entrepreneurial quality and why there is a huge difference of quality between regions in China and so on.The full text includes eight chapters. The first chapter is the introduction, mainly puts forward problems, clarifies the background and significance of the topic, introduces the structure and the arrangement of the contents; the second chapter is literature review, mainly summarizes and comments the research related the entrepreneurship and entrepreneurial quality from the entrepreneurial microscopic study, growth theory and development economics etc. Field.The third chapter constructs the conceptual model of entrepreneurial quality, from two aspects of behavior and result. Entrepreneurial quality can be defined as a series of behavioral characteristics and the degree to meet a variety of goals and aspirations. It is embodied in the innovative performance and scale performance to the regional economic and social welfare which is brought by the leading entrepreneurship with entrepreneurial orientation and the imitative entrepreneurship with market-orientation. The higher of the two kinds of performance, higher of the quality of entrepreneurship.The fourth chapter and the fifth chapter analyzes the relationship between entrepreneurial behavior decision-making and the quality of entrepreneurship and regional economic growth from the micro and macro aspects. The forth Chapter analyses how the entrepreneur make choice between leading and imitation, therefore determines the regional entrepreneurialquality around business knowledge spillover mechanism. The fifth chapter demonstrates the mechanism of entrepreneurial quality acting on economic growth through the endogenous growth model including of the leading and imitation entrepreneurship and the empirical analysis based on China’s 30 Provinces Panel Data. The main conclusions are:(1) Because of the business knowledge spillover mechanism, the imitator will get the late-development advantage, result in the market failure of the insufficiency of leading entrepreneurship.(2)Given the constant regional resources, the marginal effect of imitator on the economic growth is diminishing, that it is, there is an optimal number of imitation.(3)The R&D investment and entrepreneurship has a substitutional relationship to some extend, i.e. the "knowledge paradox" is more likely in the regions with high R&D investment and low entrepreneurship, and the "entrepreneurial paradox" is always in the regions with low R&D investment and high entrepreneurial quantity.The sixth chapter constructs the entrepreneurial quality measure index system based on the result characteristics, and calculates the entrepreneurial quality, innovative performance and scale performance of 30 provinces in the decade by means of principal component analysis. The results showed that: although the entrepreneurial quality of China has increased annually, but with respect to the increase of scale performance, innovation performance is slightly lagging behind, while the distribution between the provinces is uneven and the gap is becoming wider.Based on the data, the seventh chapter mainly analysis the reasons of China’s regional entrepreneurial quality uneven and the gap is growing from two angels of view of the regional environment and the self feedback mechanism of entrepreneurial quality. The research shows:the regional environment, including general economic conditions, resource supply, institutions and culture has a significant impact on the quality of regional entrepreneurship by influencing the level of effort into the high-quality business of potential entrepreneurs. Moreover, the overall quality of entrepreneurship, innovation performance and scale performance has a positive feedback self-mechanism respectively, which would bring the "Matthew Effect" to make the region with worse environment sunk in the low-quality lock.Finally, this article put forwards policy suggestions and conducted research prospects.
