Research On The Impact Mechanism Of Financial Factors On The Transformation Of Scientific And Technological Achievements

With the development of science and technology and the advent of the age of knowledge economy,economic development is increasingly dependent on education and technology.Science and technology as the primary productive force,the transformation of scientific and technological achievements has become an effective way to enhance enterprise and national strength.In recent years,our country has made great progress in science and research work has been further developed.Nevertheless,enterprises' demand for technology and research institutes' desire for achievements application can not be achieved because of the lack of transformation power.Previous studies have shown that the support of financial factors can effectively build a bridge between the supply and demand sides of scientific and technological achievements to solve the contradiction between supply and demand in the process of transformation of scientific and technological achievements.Therefore,it's effective to embed financial factors to promote the transformation of scientific and technological achievements.Firstly,this paper reviews the research status of the Triple Helix theory,the transformation of scientific and technological achievements and the financial support for the transformation of scientific and technological achievements.Besides,this paper lays the foundation for the following research through the analysis of the current research problems and the resum of relevant theoretical concepts.Secondly,on the basis of the analysis of the transformation of scientific and technological achievements and the explanation of financial elements,this paper puts forward the necessity of financial factor embedding by analyzing the current situation and problems of the research and development stage,the pilot phase,the commercialization and the industrialization stage.Thirdly,this paper determines the financial variables of model construction on the basis of a detailed description of the financial elements involved.Fourthly,this paper builds the system transfer function model combined with the identified input variables and output variables.Meanwhile,this paper analysises the influence of financial factors on the transformation of scientific and technological achievements from different stages.Finally,this paper puts forward the corresponding policy recommendations for the Triple Helix main body based on the analysis of the transfer function model,which provides theoretical support for the financial support for the transformation of scientific and technological achievements.This paper has more realistic meaning for promoting the transformation of scientific and technological achievements on the basis of the Triple Helix theory and financial theory by embedding financial elements in the process of transformation.
