"Science and technology are primary productive forces". Then "How to make science and technology becomes the first productive force?" This question should be highly concerned in making innovation-oriented national strategy and the implementation of science and technology innovation strategy. To realize it calls for the strengthening of the integration of technology and the economy, promoting the commercialization of scientific and technological results, transforming the scientific and technological innovation into the core competitiveness. Efficient transformation of scientific and technological achievements is not only one of the strategic objectives in building a national or regional innovation system, but also the inevitable trend of improving innovation capability and enhancing the core competitiveness among countries. In China, however, there still exist such problems as weak integration of science and technology with economy, separation between the knowledge output and the commercialization of finding results, “fragmentation” of subjects in the innovation chain, which greatly hampered the commercializing of research findings as well as promoting the overall national innovation capability.Based on technological innovation theory, the theory of the value chain, integrated innovation theory and transaction cost theory, the paper applies the theories from multidiscipline, such as knowledge economics, regional economics, econometrics and statistics, etc.. It analyzes the commercialization of research findings from the prospect of integration of innovation chain, following the internal logic of system analysis, system integration, system optimization and combining methods of quantitative and qualitative analysis with simulation.Part one is the analysis of current situation of the scientific and technological input, output and the commercialization of research findings. By making analysis of scientific and technological achievements and input, and the econometric analysis of allocating efficiency of science and technology resource and transforming efficiency of the scientific and technical achievements, the author summarizes the problems in the commercialization of research findings, appearing as the in adaptation of the intensity of R&D investment to economic development, low R&D intensity and allocation efficiency of R&D capital, which resulted in the situation of inappropriate allocation of resources, low transformation efficiency, existence of regional differences in the process of transformation of scientific and technological achievements. Meanwhile, the author explores the reasons for these problems from the following three aspects: scientific findings being out of line with market demand; uncertainty in the process of achievements transformation,deficiency in service system of science and technology intermediary and the management mechanism of achievements transformation.Part two is the analysis of mechanism of transformation of scientific and technological achievements based on the innovation chain. Among the transformation of scientific and technological achievements, the increment of value is internal cause, the knowledge transformation is essential while decreasing the uncertainty in innovation process is guarantee. From the perspective of theory, the paper analyzes the value-added mechanism of knowledge flow within the innovation chain, the mechanism of knowledge transformation and the strategies reducing innovation uncertainty. The chain relationship among the sources of knowledge, knowledge production, and performance of the achievement transformation is verified empirically according to the innovation chain and the influence factors. Subsequently, the conclusions are arrived at:(1) the process of knowledge flow based on the innovation chain is cyclical, dynamic, optimized and integrated of knowledge and the value-added knowledge based on the innovation chain is to be achieved by the knowledge sharing, knowledge learning and knowledge creation implement.(2) The relatively stable decision made by enterprise and inventor can promote the transformation of tacit knowledge of scientific and technological achievements.(3) Improving the incentive level of R&D staff and enterprise technical ability to match, strengthening the service integration of science and technology intermediary are important ways to reduce the uncertainty in transformation of scientific and technological achievements.(4) Knowledge accumulation has a positive significant influence on knowledge output, and knowledge output has a significant influence on the performance of transformation of scientific and technological achievements.Part three is devoted to constructing the commercialization mode of research findings within the integration of innovation chain. Based on the complex network theory, this part analyzes the complex network characteristics of scientific and technological achievements transformation system: structural complexity, junctional diversity, comprehensiveness and integration, fusion of a variety of complicated factors and dynamic complexity, etc. and explore the build target, basic framework, advantages and power, safeguard measures of the commercialization mode of research findings within the integration of innovation chain. In order to validate the model’s practicality, the article tries to analyze the effects of commercialization mode of research findings within the integration of innovation chain from the perspective of regional innovation network. The results show the Network agglomeration has a significant role in promoting the commercialization of research findings.Part four is about the simulation of commercialization of research findings within integrated innovation chain. By system dynamics simulation, the author analyzes the potential trends of commercialization of research findings within integrated innovation chain. The result shows that in the national innovation system, commercialization mode within the integration of innovation is an ideal mode of commercialization of research findings. This mode plays a significant role in the integration of science and technology with economy, upgrading the efficiency of scientific and technological resource use, improving the efficiency of commercialization of research findings, and realizing national innovative strategic goals. The integration of innovation chain is affected by businesses, governments, universities, research institutions, science and technology intermediary, market demand, and many other factors, and depends on orderly operation of the synergies and cooperation between the innovation subjects.
