| Agricultural production is the process that combination of natural reproduction and economic reproduction,it faced with risks of both nature and market,the water infrastructure plays an irreplaceable role in against natural risks to agricultural production.Fujian province is located in the subtropical, abundant rainfall, but very unequal time and space distribution, frequent typhoons, floods and other natural disasters.Fujian province is located in the subtropical zone, abundant rainfall, but the temporal spatial distribution is extremely uneven, frequent typhoons, floods and other natural disasters.In addition, because of the terrain features of mountainous, plots scattered, irrigation and water conservancy facilities construction environment is complex and more difficult than plain area.Therefore,strengthening the construction of farmland water conservancy and get rid of the model of’depend on heaven for food’is very important in Fujian Province.The key of the problem is who should be responsible for the supply of Irrigation and water conservancy infrastructure,and what is the kind of supply system in order to realize security function of farmland water conservancy for agricultural production and farmers’life.The analysis of these problems, cannot do without the main analysis of farmland water conservancy facilities of participants and demand--farmers, if we ignore the demand for supply constraints, the supply of irrigation and water conservancy facilities is very difficult to effective.Restricted by the level of economic development and Resources Limited,blindly rely on the increase in financial investment to solve the problem of farmland water conservancy facilities supply is not realistic, the better choice is supposed to increase public finance (or resources) the efficiency of investment, so that the limited funds (or resources) play better effect.In this case,starting from the supply and demand of sample farmers sample township, to investigate the Innovation of farmland water conservancy facilities supply decision-making mechanism, water use mechanism, investment mechanism,management mechanism, performance evaluation mechanism, the irrigation and water conservancy facilities supply more targeted, more flexible, so that the irrigation and water conservancy facilities supply more efficient.This will undoubtedly have a great realistic significance to the stability of food production to solve the problem, irrigation and water conservancy facilities supply in china.Therefore, this study has three main objectives:One is to build the model of factor demand strength of different payment level sample farmers on irrigation and water conservancy facilities and its influence.Using logistics regression model to test the research hypothesis factor model of the strength of demand of different payment level sample farmers on irrigation and water conservancy facilities and its effect, analyse the influence of various factors on Farmers’demand strength, rich farmer behavior research.Two is the establishment of satisfaction model that farmers on irrigation and water conservancy facilities and its influence factors, the use of logistics regression model to test hypotheses of the model,analysis of satisfaction for farmland water conservancy facilities farmers and its influencing factors.The three is based on the research conclusions, innovation of supply decision-making mechanism, water use mechanism, investment mechanism,management mechanism, performance evaluation mechanism on the farmland water conservancy facilities.Provide a theoretical reference for the water conservancy facilities of farmland in Fujian Province Supply activities.This study consists of8parts:Chapter1introduces the research background, significance, research, research methods, research objectives, the technical route, the relevant definition of the concept and so on. Chapter2Supply of irrigation and water conservancy facilities and the theoretical basis of the relevant literature review, the research study has laid a theoretical foundation.Chapter3briefly water conservancy facilities management.(4)Different farmers willingness to pay in the farmland water conservancy facilities needs are not the same, different levels of pay of farmers on irrigation and water conservancy facilities needs5variables affected significantly, the number of household labors, rural household agricultural income proportion, land area, land fragmentation and household agricultural production water supply source property.(5)There are significant effect on the satisfaction from the following seven variables:level of education, whether farmers is village cadre, number of household labors, rural household agricultural income accounts for the properties of fragmentation ratio, land area, land and the main plot.Based on the above conclusions,Combined with irrigation facilities supply situation in Fujian Province, proposed the following five irrigation facilities of Fujian Province supply mechanism innovation strategy.There are:(1) form a "top-down" and "bottom-up" a combination of supply decision model,(2) change in farmers focus on water supply mechanism relative to both water supply and water saving mechanism,(3) build a diversified investment mechanism of farmland water conservancy facilities,(4) establishment of specialized irrigation facilities management,(5) establish a bottom-up performance evaluation mechanism for farmland water conservancy facilities.Current rural public goods research focused on roads, education and other aspects of the supply of irrigation and water conservancy facilities fewer scholars did not find angles from farmers on irrigation and water conservancy facilities, supply mechanism studies, this research perspectives and content there are certain innovation.Different payment levels built on farmland and water conservancy facilities sample households strength of demand and its influencing factors model and farmers on irrigation and water conservancy facilities and its influencing factors satisfaction research model.Using logistics regression analysis, correlation analysis, hierarchical clustering analysis and descriptive statistical analysis on two empirical models, irrigation and
