The issue of farmland water conservancy has always been the main concern inChina. The operation effect of farmland water conservancy infrastructure, which is theguarantee of national food security, is directly related to the quality of farmers’ life, aswell as the rise and decline of the agricultural development. Especially, No.1Circularof the Party Central Committee in2011raised the strengthening of farmland waterconservancy construction to a national strategic height. However, the weak situation offarmland water conservancy is not optimistic, and the development of farmland waterconservancy is seriously restricted by the problems of lack in organization, moreefforts on construction and less on management, insufficient investment, incompletecorollary establishment, etc. Under this background, this paper attempts to prove non-governmental water conservancy organizations and its ability construction are the keyto step out of the predicament of farmland water conservancy supply, by the researchon the function of non-governmental organization in the farmland irrigation supply.This paper explores how non-governmental water conservancy organizationsinfluence farmers’ cooperative willingness of farmland water conservancy supply, theestablishment of farmland water conservancy policies for government, the actions ofcooperation between farmers and government in the supply of farmland waterconservancy, and then influence the performance of farmland water conservancysupply, by using its control of social capital, from the perspective of capacity onorganizing society resources, and from the aspects of collective rules, social network,and mutual benefit etc. The paper then analyses the mechanism that non-governmentalwater conservancy organizations affects the performance of farmland waterconservancy supply, through the cases of non-governmental water conservancyorganizations in Handongzhuang Irrigation District in Xinxiang and Yahekou Irrigation District in Nanyang; Then, using the changes of related indexes (such asirrigation area, irrigation time, grain yield, etc.) to illustrate the effects of water users’association (belongs to typical non-governmental water conservancy organizations) onfarmland water conservancy supply before and after their founding. Follows selectingthe regression estimation method of Cobb-Douglas production function toempirically illustrates the effects of non-governmental water conservancyorganizations on crop productivity. The results find that non-governmental waterconservancy organizations have a positive effect on irrigation water supply and cropproductivity, especially for non-governmental water conservancy organizations whosechairmen are democratically elected, or acted by the village cadres, the effects aremore obvious. Finally, the paper suggests strengthen the incentive policy of non-governmental organizations’ participating farmland water conservancy supply, fromthe aspects of actively cultivating non-governmental water conservancy organizations;widely gathering folk capital to broaden the investment channels of farmland waterconservancy; promoting the financial self-reliance of non-governmental waterconservancy organizations; regulating the operation management of non-governmentalwater conservancy organizations; and laying stress on the construction of non-governmental organizations’ ability.
