Poverty is a topic that the world economists continue to study on. If the number of pooraccounts for a large proportion in a country, it would not only affect the country’s economicgrowth, but also affect social stability.Market economy is a survival of the fittest economy,poverty is not only a question of market efficiency, it is equitable income distributionproblem, solve the problem of poverty needs to take into account the dual role of marketmechanisms and government regulation. Government as a public resource allocation body,the Third Plenary Session of the Party’s eighth special emphasis on the regulation of financialtransfer payment of rural poverty.The fight against poverty is not only the responsibility ofgovernment, but also the realization of the basic requirements of China’s socialist commonprosperity. So, it has very important significance to study the effectiveness of China’s fiscalexpenditure poverty reduction.Analytical methods used in this paper is the use of theoretical analysis and empiricalanalysis, qualitative analysis and quantitative analysis, specification analysis and policyanalysis of the combination, complete the following main elements.First, it theoretical explains the fiscal expenditure and the relationship between ruralpoverty in this part. It comb the theory of poverty, poverty of the connotation, classificationand measurement method in development economics, political economics, demography,sociology in this part. It makes a summary of the theory of financial expenditure in westerneconomics and Finance. It defines the concept and types of financial expenditure, and takespoverty related expenditure as the fiscal expenditure scale. It laid the theoretical foundationfor the research of this paper.Second, it expounds the status and the relationship between the fiscal expenditure andrural poverty in china. This paper summarizes the changes of China’s fiscal expenditure scaleand structure of fiscal expenditure, compared to the provinces, analysis of the change trend ofChina’s fiscal expenditure; according to the statistical data we calculate the rural poverty ratein our country, to make clear of our country rural poverty level and distribution andcharacteristics of poverty; study on the relationship between fiscal expenditure and ruralpoverty, including analysis the change rule of fiscal expenditure and rural poverty, clusteringof the provinces in fiscal expenditure scale, comparing of provincial fiscal expenditure andrural poverty gap between provinces.Third, it constructs financial expenditure, economic growth and rural poverty theory.Based on the basic theory, first of all, we summarize the rural poverty reduction factors; andthen, analysis mechanism of the fiscal expenditure, economic growth effect on rural poverty.It clears fiscal expenditure how to affect the rural poverty, and structure the theoretical modelof fiscal expenditure, economic growth and poverty, establishing the theoretical foundationfor the following research.Fourth,An Empirical Study of fiscal expenditure on poverty reduction.Based on expenditure, the theoretical model of economic growth and rural poverty, both from the direct and ind irect effects of different types of path validation size and structure of fiscal expenditure on rural poverty and to compare the contribution of various types of expenditure for all types of rural poverty.In micro-survey data, quantitative analysis of the poverty reduction effect of the financial transfer payment, verify the results of the macroeconomic data for further evidence.Fifth, the experience of Foreign Rural Anti-poverty measures for reference. This partmainly divided into the following three aspects: summarize the mainly practices in alleviatingabsolute poverty and relative poverty of Japan, India, American developed and developingcountries in the process of anti-poverty. It analyzes successful experience of Japan, India,American and other countries in the process of anti poverty. And then, discuss theinternational anti-poverty measures on China’s rural alleviating absolute poverty and relativepoverty.Finally,conclusions and recommendations government. A feasible approach based ontheoretical analysis and quantitative analysis of the results, and to explore China’s fiscalexpenditure to achieve sustained poverty reduction, and proposed economic development+development+anti-poverty measures the ability of both social security.
