Liaoning is one of China’s major grain producing provinces, especially for its corn and rice occupies an important position in China’s grain production. This thesis makes comprehensively, deeply and system study on the development of grain production in Liaoning Province on the perspectives of development situation, rule of fluctuation and space layout, production efficiency, moderate scale operation and its influence factors, finally, puts forward the strategic measures and recommendations to promote the development of grain production in Liaoning Province, and provides theoretical guidance and scientific reference for the relevant government departments.Liaoning Province’s grain production shows a steady growth trend of development, but still faces increasing pressure for its growth in the future. The total grain production shows spiral rising trend, planting area realizes a steady growth, grain yield per hectare increases greatly, planting structure optimizes gradually, basically forms the shape of the “corn based and rice supplement”. However, the current Liaoning Province’s grain production still exist many outstanding problems and challenges.Liaoning Province’s grain production shows obvious periodical and regional characteristic. Through the periodic analysis of rice and corn in Liaoning Province during 1985-2012, their periodic fluctuation characteristics are notable.Through making spatial analysis on the Liaoning Province’s 14 cities’ rice and corn production, the result shows that Liaoning Province’s grain production shows obvious regional characteristic. The Central Rice Plain is currently the largest rice planting area, and Shenyang City is the largest rice producing area in Liaoning. Liaohe Rive Plain area is currently the largest corn planting area, and Tieling City is the largest corn producing area in Liaoning.The overall level of grain production efficiency is high, but there are certain differences between the varieties, areas, scales. By using DEA-Malmquist Index Method, the thesis makes calculation and analysis on the grain production efficiency for Liaoning Province 2012-2013, the results shows that the overall level of grain production efficiency is high, but there are certain differences between the varieties, areas, scales.Liaoning Province’s grain production still not achieves optimal moderate scale of production. Based on the data of grain production in Liaoning Province during 2004-2012, using the C-D function’s deformation form, the thesis makes calculation on the optimal moderate scale of production under different evaluations, the results shows: In the view of revenue maximization of land grain production, Liaoning Province’s optimal moderate scale of production per labor is 45.16 mu, the average optimal moderate scale of production per household is 132.09 mu. In the view of income maximization of household, Liaoning Province’s optimal moderate scale of production per labor is 54.37 mu, the average optimal moderate scale of production per household is 155.06 mu.Because farmer’s own characteristics, family characteristics, environmental characteristics are different, farmer’s technology choice behavior and willing ness of land transfer will also show great difference. Base on the data of 358 farmers’ grain production in Liaoning Province 2013, using the Stata12.0 to construct Logit econometric model to analysis on the effect of internal and external factors for different farmers’ different technology choice behaviors and willing ness of land transfer.Based on the above research, this thesis accordingly puts forward some strategic measures and recommendations for the development of Liaoning Province’s grain production, such as accelerating the transfer of rural land, the improvement of farmer’s quality, increasing the input in agriculture, enhancing the level of mechanization, cultivating the new agricultural management main bodies, establishing a sound social service organizations, etc..
