At present, China is in an important period of building a moderately prosperoussociety. But the restraining effect of lack of effective demand on economic growth hasbecome increasingly evident. So, to stimulate domestic consumer demand and toestablish long-term mechanism to expanding China’s consumption is an importantdriving force to expand domestic demand and to maintain stable and rapid economicgrowth. The “Twelfth Five” plan,“The State Department’s opinions of deepening ofthe reform of circulation system and accelerating the circulation industry’sdevelopment” and other central documents explicitly ask for “to establish long-termmechanism to expand consumer demand”. In this context, studying the consumptionpatterns of residents, building China’s consumer goods circulation system based onadvanced technology and management concept, expanding consumer demand for ourresidents and ultimately promote the sustainable development of the nationaleconomy became an important issue.This article deeply studies the status and issuesof China’s household consumption and consumer goods circulation system. It studiesthe mechanism of interaction between circulation and consumption from thequalitative and quantitative aspects, analyzes existing effect of circulation polices onthe expansion of consumption. It also analyzes the requirement to to establishlong-term mechanism to expand consumer demand and finds the important fields forChina to expand consumption from circulation system. In the end, the paper providesa theoretical basis and measurements for the construction of China’s consumer goodscirculation system.First, the paper studies the relationship between circulation and consumptionexpansion. Using microscopic analysis method, the paper proves that the existence ofthe circulation system can contribute to a decline in the equilibrium price andconsumption expansion. It analyzes the relations between the development ofcirculation industry and consumption level by indicators and co-integration analysis and VEC, SVAR model. Based on national inter-provincial panel data, the paperanalyzes the circulation’s impact on rural and urban residents. The analysis believesthat the circulation and consumption are co-integrated and circulation system canpromote the expansion of consumption.Second, the paper analyzes the status and problems of China’s consumption. Itanalyzes the overall situation of China’s total consumption, consumption rate,consumption structure and so on. It also analyzes the consumption, rural consumptionand government consumption. The paper analyzes China’s consumer goodscirculation system status and problems. It provides a general description of China’scirculation from total scale, pace of development, domestic and internationalcomparison. To establish long-term mechanism to expand consumption as a goal, itanalyzes the problems of China’s consumer goods circulation system and finds thecrux which hinder circulation system expanding consumption. It points out the achievements andproblems of these market projects and believes that these new polices expandsobviously consumption especially consumption of farmers. But some problems in theimplementation of policies need be solved so that the shot-term stimulus policies canevolve into long-term mechanism.Finally, the paper puts forward some countermeasures of the establishment oflong-term mechanism to expand consumption of consumer goods circulation system.The countermeasures are from consumer goods circulation logistics system, policysystem, information system, the regulatory system, market system, format system andother aspects.The innovation lies in theoretical and research perspectives. Firstly, it discussesin detail the meaning of long-term mechanism and its relationship with theconstruction of modern circulation system from the qualitative and quantitive aspect.Based on the consumption expansion mechanism, it points out the breakthroughpoints to construct China’s consumer goods circulation system.
