According to the12th Five Year Plan of China with respect to electricity grid development, China will become the biggest country demanding Smart Grid, and the construction of Smart Grid needs to be consistent and committed to develop "a strong smart grid". Meanwhile, State Grid Corporation of China promotes "the Ultrahigh One and the Big Four" development strategy. The realization of all these strategic plans and construction needs to be based on technological renovation and innovation of electricity grid. Therefore, it is of great significance to evaluate technological renovation and innovation project for electricity grid companies.Based on the previous study, this report takes electricity grid companies in China as the study subject, uses system theory as the basic theory, electric supply chain as the environment, to evaluate the efficacy of technological renovation and innovation projects. The major contents and results are as follows:(1) This report defines the efficacy of technological renovation and innovation projects and analyse their features and objectives from a systematic lens as well as the distinctiveness of electric supply chain and internal environment of electricity grid companies. It uses Synergetics theory to find out technological renovation and innovation projects’synergetic effect on different companies in the supply chain, and also use Balanced Scorecard theory to analyse the influence of technological renovation and innovation projects on corporate finance, customer, operation and corporate health. It finds out that the grid is not exist alone so the technological renovation and innovation project should be studied for the optimization of the line from both synergetic efficacy and internal efficacy.(2) From the electric supply chain perspective, it analyses the constitution of the electricity industry and the mutual influences among the generators, the grid and the end users; it analyses the hierarchy structure of electricity corporate system, including the relationship between primary system and secondary system; basing on Synergetics theory, it studies how the adoption of technological renovation and innovation impact on the generator side, the transmission network, the distribution network and the end user side by selecting efficacy evaluation indexes that includes the generator side, the transmission network, the distribution network and the end user side; it collects order parameter with principal component analysis and establishes coordination degree econometric model of technological renovation and innovation project in electricity grid supply chain. From the perspective of the internal environment of electricity grid company, it analyse the influence of technological renovation and innovation projects on corporate finance, customer, operation and corporate health, so as to establish corporate internal environment evaluation index system, including financial performance indexes (financial benefit, operating capital, debt-paying ability, development competence), customer performance index (external customer performance index, internal customer performance index), operation performance indexes (including safety, operation efficiency, institutional design) and corporate health index(training ratio, training fee ratio, employee quality, equipment maintenance)13second-grade indexes and their measures. The comparison of these indexes can analyses the efficacy of technological renovation and innovation projects to discover deficiencies and make amendments.(3) It studies the drawbacks and limitation of existing evaluation system, integrates macro and micro indexes and previous evaluation system, then develops a systematic evaluation system according to certain principles and procedures. The correlation analysis study the relationship among different indexes and their contribution, hierarchy structure and explanatory ability. The interpretative structural model finds out that the increase of industrial profit, customer satisfaction, and overall social benefit are the surface influence factors on technological renovation and innovation projects, corporate finance, operation and development are the indirect superficial factors, the coordination between electricity generation and transmission, the coordination between electricity distribution and loading side are the middle-level influence factors, while electric power supply quality and safety are the deepest influence factors. After the grey correlation analysis, nonredundant, highly relevant, easily substitute, weakly explanation, difficultly measured indexes are removed, so that a simplified index system can improve explanatory ability and evaluation result. Finally, a proper, scientific, rational and comprehensive evaluation system that covers both safe operation and energy efficiency objective is developed.(4) After comprehensively analysing the characteristics and applicability of different evaluation methods, it proposes a mixed multi-attribution decision making method that suits power grid companies, and uses it in a project pre-evaluation empirical analysis to test its scientificity and effectiveness. The result shows that, the proposed evaluation system can comprehensively reflect the information of technological renovation and innovation projects, and this method can effectively evaluate the projects without any information loss. Therefore, it is suitable for the study of technological renovation and innovation project evaluation and other similar ones.
