| An important measure of the modernization level of a country or area is to what extent the country or area has achieved industrialization, which not only points to the way towards modernization, but is also an inevitable choice if a country or area hopes to shift from the traditional agriculture to the manufacturing industry. Ever since the practice of the strategy of the first-round west development, there has been a great change in the economic and social life of the less-developed areas such as Guizhou Province, as is indicated by the remarkable improvement of the local facilities and of the people’s lives, and the big increase in many an index about the national economy. However, the economy-unfriendly elements in these areas are not yet eradicated, which may even get worse in some specific districts. These elements would not only hamper the less-developed areas’progress towards prosperity, but would also undermine the national development in general. In fact, it is the severe laggard of the local industry that has slowed down the development of the less-developed areas. Under such circumstances, the industrialization of these less-developed areas has become, on the one hand, an issue that stands in the way of the common prosperity, and on the other hand, a crucial push that may help maintain rapid and high-quality growth of the national economy in the future.Borrowing from the most recent studies concerning industrialization, new industrialization, and the inclusive growth, this research proposes a new model for the new industrialization in less-developed district on the basis of a discussion.Also, this research—a case study of the typical Chinese less-developed area, namely Guizhou Province—has offered choices for the progress of the new industrialization in Guizhou province on the basis of its reality.Above all, a literary review is made about studies concerning industrialization, new industrialization, regional economic development and the inclusive growth, so as to clarify the relative concepts while laying the theoretic foundation for this research. Then, reflecting on what has been achieved and what still wants improved in the past ten years of the west development, it hopes to point out the essential reasons behind the slow pace of industrialization and the backward state of the industry in this district, after an analysis and comparison of the various indexes and statistics about the industrial development in the last decade. On that basis, the researcher further proposes his advice as to how to proceed with the local industrialization in the coming phase, and how to realize the inclusive growth.However, in present Guizhou, industrialization can not solve all the problems and conflicts, despite the fact that development is generally believed to be the key to everything. Only then could Guizhou province enjoy the inclusive growth, making progress both economically and socially. This research makes an attempt to concern fields beside the techno-economy, which is the traditional perspective taken in most former studies about new industrialization. Based on the discussion of how to realize simultaneously industrial development and inclusive growth in Guizhou province, it borrows from theories and experiences of the developed countries or districts and manages to propose a new model for the industrialization in the less-developed areas. According to this new model, industrialization should be proceeded with as follows: Firstly, the internal structure of the industry is to be optimized so as to speed up the development; secondly, the general public is to be taken into consideration so that the achievements of the rapid economy could be shared by all the people; thirdly, the strategy of an integral whole of village and town is to be pushed up to realize the coordination of urban and rural development; fourthly, justice and equality are to be valued in the process of the industrial development; fifthly, the eco-civilization strategy is to be followed with the view of a harmonious state of man and nature; sixthly, this research believes that development of the leap-mode hybrid industry would offer solutions to questions posed by both pre-industrialization and post-industrialization, and would make it possible to activate potentials of the less-developed areas. Through this model, the researcher has offered choices for the progress of the new industrialization in Guizhou provinceThis research is innovative in the following aspects:1) it has introduced the inclusive growth theory into studies of the new industrialization, especially when it comes to involve the less-developed areas, quite unlike many former studies that concern only the techno-economy; 2) it has constructed a model for the new industrialization in the less-developed areas, which would be of great realistic significance to both economic and social progress, by ensuring a speedy and effective economic growth, restoring balance to the current economy, and providing more humanity to such development; 3) as a case study of the typical Chinese less-developed area, Guizhou Province, it not only offers suggestions to strategy makers of Guizhou province on how to proceed its new industrialization, how to improve the local economy, and how to realize social balance and harmony, but is also applicable and inspiring to the other less-developed areas in the country. |
