The land border of China is 2,280 kilometers long and there are 14 countries next to China. Many areas which lived by ethnic groups are crossed by this land border. Over 30 cross-border ethnic groups lie in these areas. Although these Cross-border ethnic groups are separated by nations’boundary division, they contact each other by the common origin of ethnic, neighboring settlement, and the common psychological characteristics. Based on the globalization and China’s opening backgrounds, the past cross-border ethnic group of China transform marginal location to a forward position, and became the active joiner of the opening. Jingpo ethnic group of China’s Dai-Jingpo autonomous prefecture of Dehong and Kachin of Myanmar is the same ethnic group with the common history origination and the common language and culture. Jingpo ethnic group of China lies on the junction point of "China’s golden port face to south-west of the bridgehead" and Myanmar, which is the forward position. But cross-border ethnic group always tangle with inner relationship of the nearby two countries, because it has some characteristics like the frequent flow of population, the depth of economic interaction, the homogeneity of culture, the relevance between political and the permeability of the social problem. So far, the problem of cross-border ethnic group has been to the important factor of two countries’ relationship and the hot point of academic research.Nationalism and Western hegemonies spread all around the world. The common characteristics of domestic and abroad Jingpo ethnic groups is not only the advantages of association, but also the ways that the power of abroad infiltrative, subversive. Therefore, language and character development became the factor of national cultural security and the whole security. For these reasons, the dissertation choose Jingpo ethnic group as a case to research. Based on the position of maintaining cultural security, the dissertation deconstructs and reconstructs the system of Jingpo ethnic group with field investigation by the theory of Cultural ecology. Clarify the cultural security value of language education of cross-border ethnic groups by the analysis of the relationship between the inner factors of Jingpo ethnic group’s language education and the political, economic, linguistic and cultural ecological factors. Put forward the thinking of language education strategy of cross-border ethnic group to provide the plan of language education with the theoretical reference and evidence-base.The dissertation consists three parts, they are introduction, main text and the conclusion。The first part is the introduction about the background of research, and explanation of the aims and meaning of research. Sorts and analyzes the relevant researches’ achievements and disadvantages. Then explain the connotation of some core conceptions like "cultural security", "language education", and "cross-border ethnic group". On the base of introduction of theory and research methods, Put forward the research train of thought.The second part consists four chapters.Chapter one starts from the relationship of language and culture to analyze the connection between language education and cultural security. The dissertation points out the dynamic and construction relationships between language education and cultural security. The analysis will provide the later research with theory foundation.Chapter two shows the young generation’s status of their language backgrounds, like language ability, use of language, ways of language learning and language attitude, according to the results of field investigation. And further describes the status of Jingpo ethnic group’s language education in informal and formal ways. The informal ways of language education mainly consists of language acquisition in family, Jingpo language training class in church and other organizations. The formals ways of language education refers to bilingual education in school. Judged by the cultural security, the dissertation analyze some potentially disadvantages of these language education, lies on the unbalance language ability of Jingpo’s young generation, Jingpo parents hesitated attitude to language education, religion penetration from out of the borders in Jingpo language training classes which organized by church, and the ineffective work of schools’bilingual education.Chapter three analyzes the outside cultural ecological environment of Jingpo’s language education. Scan the complicated ecological environment of geopolitical and economic, language and character, and the social culture by the attitude of maintaining cultural security. Among these factors, the advantage of geopolitical and economic, laws and regulations establish a good foundation for language education. And there are too many disadvantages which disturb and threaten language education’s existence and development. All of these situations highlight the interactive relationship between cross-border ethnic group’s language education and cultural security.Chapter four is the thought of language education of Jingpo’s young generation. Argument the necessary to lift the language education of cross-border ethnic group to the height of strategy from three conception of language: "language as question", "language as resource", "Language as right". Explain forward that the cultural security value of language education lie on its means, foundation and core. Then, construct the aims system of cross-border ethnic group’s language education, and put forward the concrete suggestions to the strategy.The last part is the conclusion of research. The viewpoints of the dissertation are:Firstly, cross-border ethnic group’s language education has the important value of cultural security in the background of globalization and China’s opening.Secondly, it’s very hard for the cultural subjectivity of cross-border ethnic group to survive between dominant cultures at home, the culture abroad, and Western hegemony culture. And also proves that education of minority’s language and character fading away by refactoring of all kinds of factors. Therefore, the language education of Jingpo ethnic group can’t preserve cultural security interests of nation and minority.Thirdly, the implementation of cross-border ethnic group’s language education strategy is beneficial to improve China’s soft power of culture. So the bilingual education face to cross-border ethnic group should be advanced in the areas which they inhabit.
