The Study On Establishing China Veterinary Association And Management Mode

With the rapid and sustained development of China economy, the living standard of Chinese people has risen and the market demand for animal products increased that resulted livestock feeding amount increased and farming scale enlarged continuously and animal agriculture is undergoing fast development in China. At the same time, the nationwide and international trade of livestock and animal products become much more frequently. The frequent outbreak of animal disease and zoonosis impact the livestock and human health. In accordance with this situation, the traditional veterinary administration system through that government takes on everything in veterinary field cannot satisfy the demand of animal agriculture development. The government hardly handles the heavy task and meanwhile the force from society has not been put to use that results the wasting of society resource. Establishing the China Veterinary Association is the best way to improve traditional veterinary administration system in China, raise the professional level of veterinarians and motivate the passion of Non-governmental organization.This thesis presents the framework of China Veterinary Association that is compatible with international veterinary association. The work is base on the investigation and research of foreign veterinary association and veterinary organization in China. The paper is divided into three parts.Part one: Veterinary organization on the world, regional and state levels are analyzed and studied, representative organizations are listed bellow: World Veterinary Association (WVA), International Veterinary Students Association (IVSA), The Federation of Veterinarians of Europe (FVE), Common wealth Veterinary Association (CVA), Federation of Asian Veterinary Associations (FAVA), The American Veterinary Medical Association (AVMA), The Canadian Veterinary Medical Association (CVMA), New Zealand Veterinary Association (NZVA), Animal Health Australia (AHA) and Japan Veterinary Medical Association (JVMA). By doing research on these representative Non-govemmental organizations in veterinary field, the function, attribute and common feature of foreign veterinary associations are summarized that provided the international reference of establishing China Veterinary Association and paved the way for integrating with world community.Part two: the basic research on establishing veterinary association in China.The vocation association is important component of Non-governmental organization. By doing analysis on the concept, feature, classification, present situation, problems and developing strategy, the necessity of developing Non-govemmental organization, favorable condition, disadvantageous factors and the relationship with government have been summarized. The thesis also pointed the positive effect of Non-governmental organization on politics, economy, culture, international exchange, the building up harmonious society and dealing with social crisis. All of these studies provide theoretical foundation for the establishing of China Veterinary Association, especially offered the reference for setting up the function of China Veterinary Association.On the other hand, by doing analysis on status guo of Non-governmental organization in veterinary field of china, background and necessity of establishing veterinary association isproposed. Meanwhile, the feasibility and urgent demand of establishing China Veterinary Association are also described based on the facts of presence of veterinary association worldwide, reform of veterinary administration system in China, entering WTO of China, the fast development of animal agriculture and building up harmonious society.Part three: the core part of this study. By doing research described by parts one and part two, the basis and special condition subject to animal agriculture of establishing China Veterinary Association are carded clearly. The first of all, based on the theory of vocational association and considering the demand of veterinary administration in China, the feature, definition and objectives of China Veterinary Association are described. Secondly, based on the ( Social Organization Administration Regulation} and considering the feature of animal agriculture, the procedure of establishing (registration) China Veterinary Association is drawn out that is easily understand and carryout. The third point, by doing research on traditional association, which establishes association from upper administration to lower administration level or organize association through spontaneous way, the optimal establishing pattern of China Veterinary Association is proposed. The fourth point, four factors that constraint the establishing of China Veterinary Association are proposed, among them, government is the key factor. The fifth point, the operating mechanism of China Veterinary Association is elaborated, that including enrollment mechanism, qualification of member, procedure of membership registration and classification of members, setting up organization structure, organization framework and proposing function of organization framework. Taking foreign veterinary association as reference and considering national veterinary development, eight embranchments are set up. Meanwhile, qualification and function of members are also described. Additionally affairs handling framework and regulated correspondent functions are set up. The channels to raise money for association are also proposed. Finally, function of China Veterinary Association is summarized. The sixth point, management pattern of China Veterinary Association is concluded, including principally registration management, operation management and organization management. For the first time, the management pattern proposed by author is clearest and most applicable management pattern for Non-Governmental Organization in our country, including vocational association.Appendix: constitution and management regulation of China Veterinary Association.
