The problem of resources is one of the big problems facing the world, so it is of great significance to improve the utilization of existing resources. During the operation of the electric network, the safety is the first consideration.Therefore during the peak power load period, it is necessary to adopt power limiting control in some area.In addition, during the peak power load period, to avoid the economy losses by power-off, the Power Supply Bureau may expand the quantity of power orders. That will make the predictive value serious deviation from the actual electricity demand and then result in the bullwhip effect.In this paper, the peak load shifting control and bullwhip effect in power system was investigated;the principal tasks are as follows:Firstly, the paper summary the various measures can be used by the Power Grid Company. These measures can ease the power shortage situation in a certain extent. Secondly, the paper presented the nonlinear dissatisfied function of influencing factors of regions'dissatisfy based on the power limiting decision for peak load shifting control,established the nonlinear multi-objective group decision of power limiting distribution planning model for peak load shifting control,and provided an interactive multi-objective plus weight solving measure. Through a practical example study, the satisfactory results have been obtained.Thirdly, from the greatest factors in power limiting distribution, the paper established guide line system and hierarchy structure, then chose the expert group with different knowledge structure, separately adopted the "weighted average Synthesis","the structure of the expert knowledge" and "the coefficient of compromise" three methods, weighted synthesized the experts'judgment vector, got the optimize decision-making of the power limiting time distribution.These methods were applied to peak load shifting distribution and the result manifests these methods are reasonable and applicable.Subsequently, a novel multi-objective optimal short-term power terminates planning in power system was presented.Both dissatisfaction degree of dwellers and economic losses were considered in the model.This new model was used in single and multi regional electricity distribution restrictions, and then optimal allocation results were got. At last, the paper analyzed the bullwhip effect caused by the shortage of power in the electricity supply chain. This paper started from the traditional supply chain, researched the problem of bullwhip effect in the supply chain with inventory on supply deficiency condition, then came out effectively analysis of the bullwhip effect in the electricity supply chain, and got effect methods to restrain bullwhip effect in electricity supply chain.
