In that case, china's expressways have generally achieved the sustained, rapid and orderly development, which is of world-renowned achievements.However, transport adapting to economic development is an ongoing dynamic process, with economic development, the original adaptation has been broken by new needs. The development of the expressway is no exception and it appears a development situation from adaptation get to not adapt then to adaptation with the socio-economic development. With the growing traffic and improvement of function and status, the early expressways in China have appeared in the traffic jams and affect the way the level of service and traffic safety. However, due to need many more investments and time-consuming, even need taking up more land resources and other reasons, many areas are likely to carry out Expressway reconstruction based on the original highway.Expressway reconstruction is still in the exploratory stage in our country, it faces many problems deserved studied carefully, which has been the strategy problem, Aiming at a range of issues about highway expansion project that need to be addressed, this paper conducts the systematic research. Firstly, the paper confronts the subject from technical and economic characteristics of the highway, using the correlation theory of highway development, with using comparative analysis method, to consider both quantitative and qualitative, depth analysis of the necessity and the theoretical basis for Expressway reconstruction. Next, this paper researches the further traffic demand forecasts for Expressway reconstruction, then build a decision-making model called the timing of the trigger point for mechanism, and make an example of empirical analysis on Xi-Bao Expressway reconstruction.Following this, the paper analysis the investment model of the highway expansion project, and carry out the adaptive analysis. Then the paper studies the implementation plans of highway expansion, and compares and analyzes the advantages and disadvantages and adaptation of each plan, build the evaluation index system on selecting implementation plans. In addition, the paper also attempt to study the effectiveness post-evaluation of highway expansion project, combined with the experience of effectiveness post-evaluation for the highway project, and proposes the calculation method of cost-effectiveness of expansion projects.Finally, combining with Shen-Da Hu-ning, Jing-Jin-Tang Expressway reconstruction project, the paper proposes a series of measures for safeguarding highway expansion project, with a view to provide several guidance and reference on the smooth start, safety construction, and successful completion of highway expansion project.
