The heat metering and billing is the important issue of heat reform and is the efficient means to promote building energy efficiency in China. At present the promotion of metering and billing system is rather slow. It is necessary to summarize the experience from demonstration projects, especially on billing system, so that heat metering and billing can go on fast.The dissertation is the sub-project of Selection and Cost Analysis of Technical Measures of Energy Efficiency for Existing Residential Buildings (BaoTao Case), which is funded by Ministry of Construction, Global Environmental Facility (GEF) and World Bank (WB). Ministry of Housing and Urban Rural Development (MOHURD), with the support from GEF and WB , implemented China Heating Reform and Building Energy Efficiency Project, in order to promote building energy efficiency and heat metering and billing in residential buildings of northern area. The objective of the dissertation is to develop two-part heat tariff, which is suitable to heat metering, through the case study of BaoTao KouAn District, so that the methodology of developing the two-part heat tariff can be useful for guiding other cities. Engineer experiment in Baotou KouAn District was carried out in large scale in the sub-project. According to technical requirement of heat metering, supplementary technical renovation was made and necessary experimental facilities were installed. The test of the system, which includes 361 households and sub heat station, was continueing through the whole heating season. Thus, the heat metering data of north-western city were acquired scientifically for the first time.Based on the engineer experiment, the paper analyzes the two-part heat tariff through SWOT and AHP method, illustrates the principle, methodology and theoretical model to develop. Considering the situation of energy efficiency and tariff in heating sector, the model of two-part heat tariff for transitional period was set up. Based on the data of KouAn District, the two- part heat tariff solution was proposed and validated according to the model. Further more, it is discussed how to determine the calculation unit of capacity charge and the tariff adjustment mechanism, which is the important basis to practise the heat metering and billing scientifically and operablely.This article first proposed adjustment factor of the proportion of capacity part and energy part and its calculation methodology,which is suitable to the transitional period. Through KouAn case study,it is shown that the adjustment factor is the effective means to solve the problem which we have to face now. The adjustment factor is linear with the revenue reduction of heating company, and can effectively adjust the distribution of customers'heating bill. At the same time, the city level average heat consumption index, which is another important data to develop two-part heat tariff in transitional period, was researched. It is shown city level average heat consumption index determines the proportion of customers whose heating bills will increase or decrease.The study of the dissertation is an important component of heat metering and billing. The result of research could help the local cities or heating companies to some extent when developing the billing system, and be the basis to develop the fair and reasonable heat tariff and correlative laws or regulations in future.
