The energy problem has been the main factor restricted the economy and society development in China since 90's of the last century. The energy efficient retrofitting of civil architecture system has been the important breakthrough to solve China's energy problem. The energy efficient retrofitting of civil architecture in China has been started in the early 90's of the last century, but now only 5% or so of the existing buildings are energy saving buildings in the cities of north China. It is necessary for China to make use of the productions of modern technology to improve the energy efficient retrofitting of civil architecture system in the cities of north China effectively. In particular, the implement of the energy efficient retrofitting DSS of the whole civil architecture system will harmonize the energy efficient retrofitting activities of different parts of civil architecture system, improve the effects of the energy efficient retrofitting of the system and reduce the energy efficient retrofitting costs. This paper studied the decision-making mechanism of the energy efficient retrofitting of civil architecture system, the relativity & cooperation mechanism of the energy efficient retrofitting of the different parts in civil architecture system. And based on these researches, this paper advanced the structure of the Agent based energy efficient retrofitting DSS of civil architecture system and the heat-source, heat-supply-network & single-building energy efficient retrofitting decision-making methods according to the characteristics of the decision-making of the energy efficient retrofitting of the different parts of civil architecture system.This paper can be divided into six essential parts. In chapter 2, the decision-making mechanism of the energy efficient retrofitting of civil architecture system has been studied to prepare for the forming of the energy efficient retrofitting DSS of civil architecture system and the decision-making methods of its subsystems. In chapter 3, the decision making flow & data flow of the energy efficient retrofitting of civil architecture has been brought forward on the basis of the analysis of the decision making problems of the energy efficient retrofitting of civil architecture system. In chapter 4, based on the analysis of energy saving technologies and influencing factors of heat source, the AHP-based decision-making method of the energy efficient retrofitting of heat source has been brought forward, the contents of the economic benefit of heat source energy efficient retrofitting has been analyzed and this paper proposed to make use of the economic benefit of total cost per year as the assessment index to appraise the different energy efficient retrofitting plans of heat source. In chapter 5, on the basis of the analysis of energy saving technologies and influencing factors of heat supply network, the Prim-based optimization model of the extension of heat supply network and the AHP-based decision-making method of the energy efficient retrofitting of heat supply network has been advanced, the contents of the economic benefit of heat supply network energy efficient retrofitting has been analyzed and this paper proposed to make use of the economic benefit of total cost per year as the assessment index to appraise the different energy efficient retrofitting plans of heat supply network. In chapter 6, based on the analysis of energy saving technologies and influencing factors of single civilian building, it pointed that the economic benefit of total cost per year of the energy efficient retrofitting of single building can not be used as the basic assessment index to appraise the different energy efficient retrofitting plans of single civilian buidings because of the deficiencies of China heating charging sytem and proposed a decision-making method for the energy efficient retrofitting of single civilian building based on degree of gray incidence. The paper studied the software platform of the system development, the system prototype in the chapter 7, furthermore several cases has been studicd in this chapter. In the conclusion, it summarized the energy efficient retrofitting DSS and the related decision models proposed by this paper and pointed out the direction of the further research.The innovative points of the paper consists of making use of gray theory, city management theory, graph theory and etc in the decision-making acitivities of the energy efficient retrofitting of civil architecture system, the summarization of the civil architecture related energy saving technologies and its influencing factors, the construction of the energy efficient retrofitting DSS of civil architecture system which can meet the actual needs of the decision making acitivities of the energy efficient retrofitting of civil architecture system in the cities of north China, and the proposal of the feasible assessment methods to appraise the different energy efficient retrofitting plans of heat source, heat supply network and single civilian building.
