Station is the basic production unit of railway transport. The organization of station operation plays a significant role not only in accelerating wagon turnround and enhancing the carrying capacity of station, but also in coordinating the carrying capacity of a section and improving the carrying capacity of the whole railway network. To study the optimal organization of railway transport system, the optimal organization of railway technical station should be studied firstly. In daily routines, the work coordination in and between operation systems is mainly performed by station dispatchers through pre-establishing station operation plans including shift plan and stage plan. Shift plan is the macroscopic arrangement of the total station tasks, while stage plan is staged implementation, refinement or adjustment of daily shift plans. Therefore, the establishment and adjustment of stage plan should be well done in order to successfully coordinate operations of the entire station. At present, in China stage plan for district station is still prepared manually, with low speed, while the technical operation graph is also mainly done by hand, with heavy workload. To compile and adjust stage plan by computer is a problem still remained to be resolved for stations and just the background of this thesis.This thesis firstly introduces the equipment necessary for district station and analyzes various operation processes and coordination conditions for station, laying the first stone for the adjustment model of stage plan.The basic principle of genetic algorithm is briefed herein in order to find a fast and effective algorithm for the established model. Since the code directly decides the genetic operation and the difficulty in problem solving, the code issue is detailed in the basic principle of genetic algorithm. In addition, several measures for further improvement of genetic algorithm are also stated here. All these prepare for solving the model of stage plan.One of the core issues of stage plan is to confirm the source of outbound trains. Shunting locomotive is the main driving force for implementing the train flow distribution and it plays a leading role in local cars and the transit and classification trains. Therefore, in this thesis, shunting locomotive is taken as the core and the distribution of car flow and the activity of shunting locomotive are creatively considered as an inseparable entirety, to establish a model for calculating car flow. In other words, the purpose for establishing such a model is to confirm the break-up and make-up sequence of train and thus to achieve full load of outbound train. The hybrid genetic algorithm for solving such problem is designed in combination with the operation method of transport in the table. In addition, the quantity and labor division of shunting locomotives is also discussed.After having the break-up and make-up sequence based on the car flow calculation model, the waiting time interval of each train in the receiving-departure track can be educed. Thus, the adjustment model for utilization of receiving-departure track is established and the corresponding genetic algorithm is designed with an aim to conform to the receiving-departure train operation scheme as established in original plan as much as possible.In order to further verify the accuracy of the established model and the effectiveness of algorithm, Yangang Station of Chengdu Railway Administration is taken as background to develop the drawing program for station technical operation graph, generate the station technical operation graph, modify graphs by dragging the mouse on the screen, and prompt errors in operation. Meanwhile, car flow calculation and receiving-departure track utilization for stage plan are provided, and computer-based compilation and adjustment of stage plan is achieved through an amount of man machine interfaces.Considering the station dispatcher is an essential post in station dispatching and commanding, in order to arrange the transport and production of the station rationally and effectively, coordinate station operations and improve the station capacity, it is proposed in this thesis that the station dispatcher is responsible for invoking car flow calculation model and receiving-departure track utilization model to know the concrete track arrangement of each train in receiving-departure track and sending the result to station operation controller, and that the station operation controller exercises the reform suggestions about train reception and departure operation according to the dispatcher's arrangement.
