With the development of science and technology, the standards of time andfrequency with high precision are playing important roles in many fields. In order toutilize, measure, compare, transport and apply the time and frequency standard, thetransfer of the signal becomes an necessary tache. In recent years, the national defenseand the space technology put forward the demand with much higher precision on timeand frequency measurement and transmission.In the paper, the key characteristics of the transfer of time and frequency signalsare disclosed, and the latency effect of the stabilization transfer on measurement hasbeen extracted for the development of new measurement instrument with much higherprecision. The stabilization transfer in wireless circumstances or the lines is the key tothe development in our field. The effect of any abnormal phenomenon in thetransmission on the high precision measurement of time and frequency is veryimportant. Therefore, it is valuable to study this abnormal situation of transfer speed.Here, some large scale and profound experiments on superluminal velocity which havearoused more attention in all-of the world have been implemented. Some of the studiesare the hot-spots in our field; the others will play a profound and lasting role in the field.As to the development of the technology of time and frequency, it is necessary to studyover-all on these subjects with tightly closed relationship.A new method of design on GPS common-view observation data is presented. Afilter bank design based on orthonormal wavelets and equipped with a multiscaleKalman filter from the point of view of state space model is used in the GPScommon-view observation data restoration corrupted by external noise. By the furtherstudy on the characteristics of them, the GPS common-view observation data areprocessed using the multiscale Kalman filters algorithm based on a correlative structureof the discrete wavelet coefficients. By using correlation, the dependency informationbetween scales and within scale could be made better use of to improve the performanceof processing signals. The superiority has been more incarnated in the process ofmulti-channel data processing. The algorithm can be used in any data estimation andsignal processing of time series with 1/f fractal characteristic. So, it gives us a newidea and method for estimating the time series data.A new approach of time interval and frequency measurement is proposed, whichcan be used to measure short time interval by detecting the phase coincidence point between the signal and its transfer delay with related length. The precision from ns tolOps can be easy acquired. Ordinary time interval measurement method based ontime-space relation processing can show a simple structure, but its resolution is limitedby the scale unit of the length. And when the unit is finer, the high measurementaccuracy is harder to get. In this case length vernier can be used to improve the design.A profound study is given that the superluminal group velocity will be created inthe transmission lines with special structure. The large-scale experiments show that theunstable transfer will be generated in the transmission lines with special structure, andthe transfer velocity is nonlinear.
