China is a country with severe water shortage problems. According to statistics, the amount of water resources per capita in China is 2100m~3, about 1/4 of the world average for the country's dense population. Moreover, the distribution of water resources is uneven both temporally and spatially and does not coordinate with the distribution of population, land, and so on. The pollution in waterbody added the tense of water shortage situation around the country. Based on the recent analysis, by the year 2050, the demand of total water resources in China will reach 800 billion m~3, and it is clear that, the water shortage problem is getting more and more serious.In the past, China paid little attention on water resources management, as a result, the administration on water resources in China is far behind the West. On one hand, we are now facing serious water shortage problem; on the other hand, people are profuse in using water, the efficiency of water-using are at low level. Therefore, it is necessary to enhance the rational water resources management across the whole country.Water resources monitoring and analysis are the basis of water resources management and reservation, and yet there are much remained unresolved problems in the areas. In order to meet the current and future demands in water resources management and reservation, therefore, it is important to carry out monitoring and analysis studies and to develop experimental research work.This dissertation meets the current situation of water demands across the country and is focused on the area of monitoring and analysis of water resources. The work referenced to the latest researches and results in the related areas around the world. In completion the dissertation, the author analyzed the water shortage situation in China, put forward the concept of water resources monitoring, and proposed an integrated water resources regulation, theory and methods in the station network design, monitoring, real-time assessment, forecasting and method of information system development. Analysis has also been carried out based on the field work and novel conclusions are made. It is believed that the dissertation would provide theoretical and practical experiences in water resources monitoring, real-time assessment, forecasting and information system development for the country. It would also give reference to the recession of water resources monitoring standards. The dissertation has practical meanings in national water resources management and reservations which will offer remarkable social and economical benefits.
