The safety of tunnel traffic has; been attracted greatly by all the related fields around as the frequency of tunnel traffic accidents has bee increased in recent years, so the technique of the tunnel operation and has been focused on . According to the national planning, The aim of modem highway communication in China will be come true by 2020, also road construction in western China will be developed rapidly, so the tunnel construction would be developed on a large scale so that the intelligent integrated surveillance and control technology is needed for the high efficiency of tunnel operation and management. While in these fields the relative key technique and device are lag behind, for they depend on mainly import and secondary development For improving the tunnel operation and management, heightening the technical level of this area, supplying spacing of this technique and developing the independent intellective right, this paper proposes the tunnel integrated surveillance and control technique and the software development, so as to put standardization, integration, and intelligence of the tunnel surveillance and control system into practice and instead of the import of technique and services step by step.Thinking about how can made the operation management level of tunnel in China advanced , taking the traffic safety into consideration, on the base of the theories of modern control ,artificial intelligence and NN(nerve network), the study on integrated surveillance and control technique of tunnel operation and management and integrative system development is carried out using information and communication technique. This paper proposes the key technique of tunnel intelligence control, tunnel development and the problem concerned need to be solved currently. The world new research results in this field is introduced and analyzed, the integration method of tunnel synthetic surveillance and control technique and the structural design for tunnel surveillance and control technique integration is provided. A newly series of open , standard and integrated tunnel synthetic surveillance and control system is developed which innovated the mode of tunnel operation managementConsidering the present problem of highway tunnel ventilation control , this paper presents a method of controlling intelligently the large tunnel ventilation ,a dynamic, real-time and self-study intelligence method. This tunnel ventilation intelligence control system is capable of self on-line study and improving constantly the content of knowledge bank so that it make the system patterning after the realtunnel traffic conditions. The intelligence control method presented in the paper can be spread and used in tunnel operation for it's advantages of operation-simple, debugging-easy and the satisfactory results of real-time surveillance and control.Traffic system is a typical distributed one for it's nonlinear, fuzzy and undetermined features and not easy to control effectively by the traditional methods. At present, combination of the advanced intelligence control technique, information syncretic technique, intelligent information treating technique and communication engineering is the present researched project of intelligent traffic control. The analytical model of dynamic traffic flow of tunnel traffic is analyzed, on this basis, indicated the nonlinear mapping corresponding to conservation equation and a intelligent model of highway tunnel macro-traffic flow is created by error return-back NN which enable the traffic events to detecting rapidly. Traffic event detection is the basic part of the event management system, this paper proposed a automatic computer-detecting of tunnel traffic accidence for the low traffic flow tunnel.Using the Delphi6.0 and Visual C++ etc. software development tools , A version of tunnel integrative surveillance and control machine and electron system is built which simulate the traffic parameters from varies detectors and instant transferred by computer network, the information is treated quickly, the accident is well and quick judged and the relative measure provided finally. It's the first time for the configuration design concept is presented, the tunnel machine and electron surveillance and control simulated system can be extended easily whenever necessary. Application of this system with independent intellective right will improve highway tunnel management, increases the science and technology of the surveillance and control technique and supply a gap of the field in our country. The standardization, integration, and intelligence of the tunnel surveillance and control system goes into practice preliminarily and provides the conditions to instead the introduced technique and input services. It is economically for the application of the real traffic engineering.
