The Control And Application Study Of Construction Safety

The building investment of China is one of the largest in the world, the production value ofconstruction industry is increasing continually every year. By the end of 2003, the total ofproduction value of construction industry has achieved 2186.549 billion yuan, the wholenumber of construction projects is 984490 , the total of employee number is 38.93 millionwhich is one third of the total employee of Industry. The huge investment and the large scaleof employee made the consequence of safety accidents more serious and worse: the deathamount over 1000 and the direct economic expenses over ten billions. Though thegovernment pays attention to the safety management and issued a series of laws and codesabout safety in these years. And the state of the construction safety has changed better. Butcompared with the developed countries, the level of safety management is low in the respectsof general accident quantity and death rate over output value of ten billion yuan. Withreference to the theory and experiences of the foreign countries, the new ideas and methods ofthe analysis, forecast, evaluation of construction safety were proposed in order to establish theperfect early-warning and control system of the construction enterprises safety on the basis ofthe state of China, which is significance to prevent and reduce the consequence of safetyaccidents.In the view of the safety system engineering, some questions of construction safety were analyzed on the basis of the study of the safety management in china. And the achievements are as follows: 1. The comparisons of the construction safety management institution in China and theforeign counties were analyzed. Then the institution sources that made the low management level of construction safety were probed.2. The hazards of construction safety system were analyzed, and a series of examination technique of the safety accident reasons was deduced. Then the methods of safety management and the accidental identification were improved.3. The forecast methods of hazard, the predication models of the investment and the tendency of construction safety were deduced so as to make the construction safety policy and prevent the lose of accidents.4. The theoretical math model of assessment construction site was formed and applied to the practice. This theory can not only assess the safety of one construction site but also compare some enterprises or construction sites in order to offer the information for government department and enterprises to estimate, award and punish.5. On the basis of the defects of "Standard of the work safety assessment for construction company", some relatively perfect current methods which is suitable for every kinds of construction enterprises were deduced. The assessments results of the method can reflect the integer status and taxis of some enterprises and give some suggestion for the macro-decision and the combination of the construction enterprises and the insurance market.6. The new reform thoughts of construction safety management institution, the significance of construction safety culture for accident prevention, the establishment contents and approaches of the construction safety culture were formed. And the assumption of the construction safety early-warning and control system was discussed preliminary.
