The paper has carried out much work on new-style sensor and its system, aiming at solving the existing scientific questions and difficult engineering problems. The research results can be used to solve the problem in such fields as water information collecting in the environment of silt, torrent, frozen ice, etc.This research suits for our national environment conditions. The expected result is to develop and research the forecasting and measuring instrument of water information which characters in collecting water information (including rainfall, water level, current velocity and temperature, etc.) automatically, stocking with the long-range data communication function of real time in one-body " hydrology mesurement and prediction instrument". The main achievements of this paper are as follows.(1) By studying the electric chemical property of water, we find and put forward the detective theory and method of water-level signal directly digitalization sampling and propose the reliable theoretical foundation for the research of digital water-level sensor.(2) In the theoretical research of sensor's change mechanism, we apply bionics, artificial neural network theory to sensor's studying, propose the technical idea ofdesign of "searching type digital water level sensor", explore and seek the technology of digital detection technology of possible signals, and develop a kind of complete digitalization water-level sensor of collecting water data.(3) We followed and studied the great scientific and technological difficult problem of national key project (Yellow River Diversion Project to Shanxi province) and solved the water-level measurment and control in the long tunnel which characters in long distance and closed circumstance.(4) Tracing the construction of national flood prevention guide system and water information forecasting system, we developed detecting meter of water level, data transmitter, and related upper and lower software. In addition, data trasportation and communication technology are also be developed. As a result, a new technology system related with our sensor is made which can be used in detecting points without people guarding in region of hard environment and make distant real-time report reliable.This paper is only the preliminary exploration and trying of digital hydrology technical research, and the theoretical and technical research may be not deep enough. Facing 21st century, we should carry on our research in wider scientific and technical field and more complex scientific problems on the construction of "digital hydrology". We hope to obtain more fellew experts and scholars' comments and make our greater contribution for the building of water-information automation.
