A Study On Urban Planning Synergy Of Space And Policy In Context Of Contemporary China

Space and Policy are two basic elements of Urban-rural Planning,the relationship between them is also a fundamental factor of planning and regional development as well. It reflects the power behind and interest related. In the process of Social Transformation and Planning Turn, the dynamic power and complicate interest were integrated into the process of space production and policy-making, and led to conflict and maladjustment of space-policy relationship. It is a precondition to settle these problems to keep harmonious society and progressive planning science. It leads to the objective of the synergy study between space and policy. This dissertation starts from the intersection of space theory and policy theory, follows an empirical thread of social development and planning practice. It points out the reason of conflict between space and policy in perspective of Political Economy, and discusses coordinate possibilities in perspective of Synergy. The key platforms of synergy are set up in terms of legislation, information and management. This dissertation follows procedure of phenomenon analysis, theoretical discussion, empirical study, and strategy thinking. The framework is formed by comprehensive analysis methods of spatial, historical, behavioral and institutional study.This dissertation starts from space-policy problem identified in context of contemporary social transformation, and leads to space-policy synergy theory, then to empirical study based on the Chongqing cases after 1997. Chapter 1 introduces the related literature, study background, dissertation content, research methodology and thesis framework. Chapter 2 and 3 identify the space-policy conflict reality, cover the social puzzle dom and planning crisis. Chapter 4, 5 and 6 constitute the space-policy synergy theory, raise the theory of development synergy and planning synergy, set up synergy platform of legislation, information and management. Chapter 7 and 8 move to the space-policy empirical study, focusing the Chongqing's major planning events and unique development mechanisms after its municipal transformations in 1997, and try to discuss its future planning and development synergy possibilities.A key point of this study is Development Synergy between Space and Policy. It refers to the integration of space and policy in development practice. Through synergy of them, it could avoid development dilemma and impropriate development trace. Space is made by mankind through policy-making, a material reflection of policy. Policy is a promise of space order. The relationship between space and policy is dialectic. It could be synergized. The Development Synergy of Space and Policy is a guarantee of prospers and order of city and region. On the opposition, it will leads to chaos and downfall. The key issue is to set up a synergy platform of legislation, information and management.The second key point is Planning Synergy between Space and Policy. It refers to the integration of space and policy in planning practice. Through synergy of them, it could reduce failures of public policy and avoid low-efficiency of planning practice. Space and policy are two faces of one body in planning system, but the gap between them exists in planning process of education, design and practice. The institutional inertia defers the planning progress in the application of Scientific Development Theory raised by Chairmen HU Jingtao. This paper focuses the planning synergy of Urban-rural Planning through various planning levels and types. By thinking of power-driven and interests-promoted mechanism, it clarifies the logic relations and value-chained between space and policy. It sets up the technical solutions of urban planning and major concerns of public policy, and sets solid foundation to plan and build a prosperous city and region with organic order.This paper has three original contributions: 1. From the historical and geographical perspective of policy-making and space-producing, it sets up the theory of Space-policy Synergy. 2. Against the development dilemma generated by impropriate footprint and model, it points out the development synergy method and institutional guarantee. 3. From identifying planning crisis and tracing planning thoughts, it identifies three (legislation, information and management) platforms to support the Planning Synergy System.Space-policy relationship is a fundamental issue to the planning subject. The proposition of"space-policy synergy"has its universal and unique meanings within Chinese fast-urbanization background. This study will benefit to solve some problems in the process of contemporary social development and planning practice.
