With the sustaining improvement of people's living standard and social economy, people's demand for animal products is increasing exponentially and rapidly, which makes livestock and poultry-farming industry a pillar industry of agriculture.Meanwhile, the pollution from livestock and poultry-farming is increasingly serious ,which has been considered as one of the main sources of non-point pollution. It is directly or indirectly harmful to the health of human as well as ecosystem , water, air and soil . Hence, such pollution has become a crucial task about which both developing countries and developed countries concern.This paper was finished by basing on several important projects from Environmental Protection Bureau, Chongqing, namely"Investigation of Pollution from Livestock and Poultry-Farming in Main Distrcts, Chongqing"and"The Research of Environmental Capacity of Livestock and Poultry-Farming in Chongqing". Synthetically combined with qualitative and quantitative analysis, large-scale system theory, environmental carrying capacity theory and catastrophe theory , meanwhile applying softwares of Matlab, SPSS and YaAHP, this paper establishes systematic theories of environments in livestock and poultry-farming, conductes system evaluation and precaution-system study scientifically, it supplies indispensable reference for balancing livestock and poultry farms and environmental protection. Therefore, it would be beneficial for the pollution-control , planning and management of livestock and poultry farms in Chongqing.①Beginning with external environment related to livestock and poultry-farming, according to theories of large-scale system,this research puts forward the conception of Environmental system of livestock and poultry-farming, builds environmental system of livestock and poultry-farming, and analyzes components ,relations and their behavior characteristics of this system.②Environmental system of livestock and poultry-farming consists of subsystems of livestock and poultry-farming industry, natural environment and social environment. It was an open system which is depending on continuously inputting and outputting information of energy, substance and information to main its stability. The actions of such system were determined by the relationship among subsystems, the input information and the inner condition of the system, including functions of regulation, service, transportation, restriction and performance, etc.③Based on the study on environmental carrying capacity, we apply the systemic theories and methods, which aims at livestock and poultry-farming,——the carring-objective,we put forward the conceptual model for environmental carrying capacity of livestock and poultry-farming system , Then, we analyze the connotations and characteristics of this concept .We also establishes the assessment indexes and equations in terms of the carrying capacity for livestock and poultry.④Taking the source, the condition and the sign of warning into account,we have established the framework of precaution for environmental carrying capacity of livestock and poultry-farming system . Besides, we further discussed the feasibility of cusp catastrophe theory applies to the environmental precaution models .⑤We have applied Cusp catastrophe theory to analyze the variation of environmental carrying capacity for livestock and poultry-farming system, selected pressure and support indexes as the indexes for sign of warning. In addition,we have built the cusp catastrophe precaution models as well as the discriminant equations for livestock and poultry-farming environmental system .⑥Take Chongqing as an example. Under the instruction of the theories of capacity assessment of livestock and poultry-farming system and the investigation of present situation in Chongqing, we studied and evaluated the system. Combined with the study of carrying capacity of livestock and poultry-farming industry,we bulid the environmental precaution system, establish the warning degree as well as the extreme value of pollution warning in Chongqing . Therefore, proper measures were proposed to promote the carrying capacity and sustainable development for regional livestock and poultry industry.
