System management decision theory is a forward field in the research of system sciences, uncertainty in system management is displayed by the randomness and fuzziness of management elements, and fuzzy set theory provides important theory and method for system management. First of all, This paper briefly introduces present research situation of fuzzy set and fuzzy decision, both branch fuzzy set theory presented by professor Kaiquan Shi and basic principles of optimized decision theory, taking both direction management and both direction management decision as main research background, taking L.A.Zadeh fuzzy set and both direction fuzzy set as basis, this paper discusses both direction management and both direction management decision of systems. This paper can be separated into six sections. Main research content and results can be generalized as: III. Research content1. Start with basic concepts of L.A.Zadeh fuzzy set, this paper gives theextension of L.A.Zadeh fuzzy set---concept of both direction fuzzy set,both direction fuzzy set has such types as follows: lower - unsymmetrical both direction fuzzy set, upper - unsymmetrical fuzzy set, lower - unsymmetrical both direction fuzzy set with overlapping domain, upper - unsymmetrical fuzzy set with overlapping domain, general concepts in generating both direction fuzzy set and their mathematical description, also this paper points out practical background of such researches, especially facts hidden in management decision.2. A fuzzy concept (L.A.Zadeh fuzzy concept, both direction fuzzy concept) doesn't fit for practical application, for its is only a literary and conceptualized description; so this paper gives the decomposition of L.A.Zadeh fuzzy set and both direction fuzzy set with regard to common set, which provides theoretical support for fuzzy management decision. All these content is: union - common decomposition of both direction, intersect - common decomposition, fuzzy - common union decomposition, fuzzy - common intersect decomposition and α - embedded union common decomposition, α - embedded intersect common decomposition; they construct a bridge between fuzzy set and common set, aim of all these researches is to make fuzzy concepts clear and give the generalization form of fuzzy concepts.3. In system management decision, all management element set we met are common set, all of them have definite concepts, common decomposition of fuzzy set provides direction basis for system fuzzy management. On the basis of these researches, this paper gives fuzzy management decision model, model foundation rules and model analysis. Utilizing information exchanging way such as Internet, security of fuzzy management decision in transferring is becoming a new research direction, engrafting information security with fuzzy management decision, this paper gives concept of information security and algorithm, applications.4. Extending above discussion, this paper gives discussion on risk management decision and its applications.5. Sum up discussions in this paper, present content, which isn't given in this paper, and gives research thought and analysis.IV. Creative points in this paperCreative pointl. Engrafting L.A.Zadeh one branch fuzzy decision theory with RSA algorithm in information security, this paper gives concepts of multi-cooperation encryption and multi-cooperation sharing fuzzy decision; innovatively gives mathematical structures of group encryption and multi-group sharing fuzzy decision; finally gives safe fuzzy decision algorithm and its applications; safe fuzzy decision is a new direction of fuzzy decision research.Background of Creative point 1:Fuzzy decision is a very active research branch in engineering field, but inpractical engineering applications, we often met such fact: once fuzzy decision is made, research is over, however, with the modernization of information exchanging, how can we guarantee the security of exchanging fuzzy decision, so fuzzy decision can not be stolen or usurped by some illegal...
