The strategy of "digital earth" and "digital city" have been proposed and extended in the worldwide scope, which changes the application of geospatial information quickly. The geospatial information technology, based on GIS, has spread in every industry and field at an unbelievable speed, and become the key of information technology step by step. Meanwhile, the proposed strategy, "society and economy IT Infrastructure driven by government IT infrastructure", makes the "E-government" project to be a most active and attentive field. The essence of government management is about local region, in which information is about geographical and spatial to a great extent. The geospatial character and positional connection of government information makes the geospatial information and GIS technology play a key role in each link of e-government affairs increasingly. Along with further development of informatization, explicit, scientificity and democracy in government decision processing of public affairs, GIS will be the core and frontier in the e-government system construction techniques.Based on a case study of "Research and development of integrated GIS platform in Jing'an district", which is a demonstration of GIS application at county level government in Shanghai, and aided by national 863 plan-"Research of city geospatial information serving system based on SIG", the paper is mainly on the comprehensive study of theories, techniques and methods related to integration of geospatial information and e-government(IGS).The thesis totally is divided into six chapters. Chapter 1 is a "introduction". It firstly focuses on concept and content of e-government, and then tells the demand of geospatial information and function of GIS in e-government system. At last, this chapter analyzes the application status of geospatial information in e-government at home and abroad. Chapter 2 is "the theory foundation and key technology of IGS". The basic theory includes: Governmental Information Science; Integration of OA,GIS and MIS; Spatial Decision-making; Cooperated Working Supported by Computer and Cooperating in GIS. The later part involves many key techniques like ComGIS, WebGIS, J2EE, XML and so on. Chapter 3 is "the frame and model of IGS". Above all, introduces the general model of IGS, which should include 5 parts,that is, data, network, application support, application services and safe and standard supporting environment. And then, based on the Jing'an system, has a study on the theory and practice of county level IGS frame from the following aspects: synthetical software frame; multilayer logical model; middle-ware of WebGIS; linking of the network and security mechanism. Chapter 4 is "the geospatial information exchange, integration and sharing in IGS". It mainly discusses governmental information organization and sharing. Firstly, simply analyses the main mode of information (data) sharing in IGS,including integration of geospacial information, business statistical information and integration of the two. And then, based on the Jing'an system, puts forth to the following methods and schemes:"Geospatial data integration based on metadata and format conversion for the premise of GIS semantic sharing", "Exchanging and integration of business data on XML protocol", "Dynamic integration of geospatial data and business data by geocoding". Chapter 5 is "Designing and realization of DSS in IGS". First, it analyzes the theory of DSS and demand of DSS aided by WebGIS. Then, based on the DSS in Jing'an system, researches the structure and key technology of system. Finally, demonstrates in detail as following: evaluation and analyse on business investment environment of scriptorium in Jing'an area; decision support for emergency; decision support for economic increase, population and labor employment. Involving such subject as AHP, spatial analyse and decision-making aided by WebGIS software, professional models in demology, web charts visualization based on Jfreechart, and so on.Achievements in the paper are summarized as follow...
