The report to the 20 th National Congress of the CPC stressed the importance of promoting the building of a healthy China and giving strategic priority to the protection of the people’s health.In recent years,we comprehensively strengthened medical and health care work,and made great progress in all aspects of the work.However,with the rapid economic and social development,the factors endangering people’s health have become more diverse and complex.There are still problems such as illegal medical practice,disinfection of medical equipment,disposal of medical waste,blood safety,pathogenic microorganism laboratory biosafety and other irregularities that cause hospital infections.Although the laws and regulations of medical and health law enforcement continue to improve,the law enforcement team continues to strengthen,the law enforcement methods continue to innovate,but there are still many problems in the process of medical and health administrative law enforcement.Especially in the face of the sudden outbreak of COVID-19,China puts people first and life first,and tries its best to protect people’s lives and health.It is all the more necessary to constantly improve the public health system.As an important part of the public health system,medical and health administrative law enforcement is of great significance to prevent and prevent the occurrence of medical damage,medical accidents and iatrogenic diseases,promote the steady and orderly development of the medical service market,supervise the legal and standard medical service behaviors of medical institutions,and safeguard the health rights and interests of citizens.As an important part of the public health governance system,medical and health administrative law enforcement is conducive to promoting the function transformation of health administrative agencies and strengthening the implementation of the in-process and post-event regulatory requirements of the medical market.The improvement of the efficiency of medical and health administration law enforcement is also an effective means to continuously promote the modernization of the medical and health management system and management ability.In this paper,text analysis,field research,qualitative and quantitative research methods and other research methods are adopted.From the perspective of improving the efficiency of medical and health administrative law enforcement,by applying relevant theories of public management and combining with daily law enforcement practices,the current status and constraints of medical and health administrative law enforcement are deeply analyzed,and relevant improvement paths and countermeasures are studied.It will play a positive role in improving the effectiveness of grassroots medical and health administration law enforcement.Taking Qingdao City as an example,this paper analyzes and studies the current situation,problems,causes,improvement and promotion countermeasures of medical and health administrative law enforcement,and points out that in the process of medical and health administrative law enforcement,Imperfect medical and health laws and regulations,unclear positioning of health law enforcement agencies,uneven ability of law enforcement personnel,relatively single and lagging means of law enforcement supervision,low standardization of administrative law enforcement,and unsmooth joint communication between departments have all become constraints for administrative law enforcement.Grassroots health administrative departments need to solve the law enforcement difficulties,strengthen the law enforcement capacity,improve the effectiveness of law enforcement.This paper is guided by solving the dilemma of restricting the improvement of efficiency,and aims at promoting the efficiency of grassroots medical and health administrative law enforcement.Countermeasures were put forward to improve relevant laws and regulations,improve the construction of the health administrative law enforcement system,strengthen the capacity building of law enforcement personnel,adopt new supervision methods such as "Internet plus supervision",strengthen the standardization of administrative law enforcement,deepen the comprehensive supervision mode,introduce credit supervision,and improve the performance evaluation mechanism.
