Research On Problems And Countermeasures Of Medical And Health Supervision And Law Enforcement In S City

With the development of the economy,the development of the medical service industry is uneven.Some medical institutions or practitioners,driven by interests,carry out illegal medical treatment activities,disturbing the order of the medical market and seriously damaging the legitimate rights and interests of the people.Medical and health supervision is the law enforcement guarantee to correct the irregular behaviors of medical and health institutions,maintain the stable operation of medical order and promote the realization of the healthy China strategy.Studying the current law enforcement situation and existing problems in the field of medical and health supervision and analyzing the causes are conducive to optimizing and improving the efficiency of medical and health supervision and law enforcement,better maintaining the order of medical services and safeguarding people’s health.Based on the situation of medical and health supervision and law enforcement in S City,combined with relevant domestic and foreign studies,taking government regulation and collaborative governance as the theoretical basis,this paper analyzes and summarizes the situation of medical resources,medical supervision resources,medical supervision and law enforcement in S City by using interview method,questionnaire survey method and case analysis method.The problems existing in the medical and health supervision and law enforcement in S City mainly include the difficulty of law enforcement investigation and collection of evidence,the difficulty of case punishment,the weak legal consciousness of medical institutions and practitioners,the cross of power and responsibility among multiple regulatory functional departments,the lack of joint law enforcement mechanism,and the heavy task of law enforcement.Through the analysis of the causes of the problems,mainly due to the imperfect laws and regulations in the field of medical and health care,the lack of responsibility consciousness of the main body of medical institutions,the coordination of supervision mechanism is not sound and unimpeded,and the construction of medical and health supervision and law enforcement team is insufficient.Therefore,the author puts forward countermeasures and suggestions to optimize the medical and health supervision and law enforcement in S city from four aspects: first,improve the construction of medical and health supervision and legislation;Second,the government should play the role of self-discipline of medical industry organizations,improve the consciousness of the main responsibility of medical institutions to practice according to law,and create a social supervision atmosphere,so as to build a governance system with government leading,market and social collaborative participation;Third,improve the comprehensive supervision mode of medical and health supervision,improve the multi-department linkage mechanism,improve the credit supervision system of medical supervision,explore the comprehensive supervision mode of information;Fourth,strengthen the construction of medical supervision and law enforcement team,increase the number of supervision personnel,improve the comprehensive law enforcement quality of personnel by strengthening personnel training and assessment,learning administrative punishment cases.By studying the current situation of healthcare supervision law enforcement in City S,this article hopes to understand the outstanding problems in the healthcare supervision field,promote the reform and improvement of the healthcare supervision system,and better protect the health rights and interests of the people.
