Research On The Emergency Management Mechanism Of Large Public Hospitals In The Post-epidemic Er

The outbreak of novel coronavirus pneumonia has led to a large number of deaths and a wide range of production and operation shutdowns all over the world,which has not yet been completely controlled.As the main body of China’s medical and health institutions,large public hospitals have deeply participated in the emergency rescue work of the epidemic,but they have also exposed many deficiencies in the emergency management system,personnel and material support,joint prevention and control cooperation,etc.In the post epidemic era,how to establish and improve the emergency management mechanism of large public hospitals from the overall perspective,and further enhance the prevention and response capacity,is a major issue that needs to be considered at present.First of all,from the perspective of public health emergencies and emergency management,this paper discusses and compares the evaluation indicators and four evaluation methods of the emergency capacity of large public hospitals.The evaluation index system of emergency response capability of large public hospitals in the post epidemic era was constructed,including 5 first-class evaluation indexes and18 second-class evaluation indexes.Taking a large public hospital-t hospital as an example,this paper evaluates and analyzes its emergency capacity by using the combination of analytic hierarchy process and fuzzy comprehensive evaluation,and puts forward some suggestions on the management mechanism of emergency capacity evaluation of large public hospitals.Secondly,from the perspective of emergency materials management mechanism,this paper analyzes the current situation and demand of emergency materials for large public hospitals in the post epidemic era.Taking 10 kinds of commonly used protective materials in T hospital during the COVID-19 as an example,the emergency reserve of protective materials was allocated and analyzed according to the change of its emergency capacity.The emergency material management mode based on hospital resource planning(HRP)is introduced,a feasible scheme for emergency material support of large public hospitals under extreme conditions is given,and suggestions for improving the emergency material management mechanism are put forward.The emergency management guarantee mechanism of large public hospitals should include the organizational structure of emergency management,joint prevention and control mechanism,emergency management system and training exercises.Among them,the improvement of joint prevention and control mechanism should be carried out from the establishment of emergency platform and daily cooperation mechanism,and the work of improving the plan,revising the system,ensuring the implementation of the plan,paying attention to collaboration and cooperation,and ensuring the breadth and depth of training exercises are also the focus of future work.
