With the rapid economic development,the uncertainty and risk faced by cities are increasing.In particular,major public health incidents will have a significant impact on urban production and life.From a global perspective,the process of global integration has accelerated the spread of public health emergencies among various countries and further expanded the scope of the impact of public health emergencies.From a domestic perspective,various public health emergencies triggered by natural disasters,epidemics of infectious diseases,environmental hazards,and food and drug safety incidents have not only caused great harm to people’s health and life safety,but also caused economic development and social stability.Posed a huge threat.Public health emergencies emerge in an endless stream,and safety risks are gradually increasing,bringing huge threats to people’s lives,health and property safety,bringing unprecedented challenges and tests to government social management,and once again highlighting the urgent needs of public health emergency management and the role of the government Important role.Chengdu has a large population,a large population density,a large flow of urban and rural personnel,and an accelerated aging process.A series of public health incidents have appeared from time to time.The prevention,control and treatment of major epidemics still face great pressure,and there are still some weaknesses in public health emergency response capabilities.There are still many areas that urgently need to be improved,perfected and improved in the emergency response to public health incidents.Based on the above background,this article is based on public management theory,combined with public economics,urban planning,public health and other multi-disciplinary theoretical knowledge,from the perspective of public management and public economics,using literature research methods,in-depth interview methods,The questionnaire survey method studied the construction of Chengdu’s public health emergency management capacity from four major sections:emergency preparedness,monitoring and early warning,emergency response,and recovery construction capabilities,and pointed out that there are insufficient resource guarantees and emergency publicity exercises in public health emergency capacity building The problems of inadequate prevention and control of major epidemics,inadequate emergency medical treatment and sample collection and testing capabilities,inadequate loss assessment and inadequate construction of people’s psychological recovery,and analyzed the reasons for these problems.Combining the specific situation of Chengdu,it is proposed to effectively increase emergency resource guarantee support,appropriately tilt the allocation of public health resources to insufficient areas,implement systematic emergency publicity and education,implement scientific emergency drill plans,diversify the construction of monitoring and early warning networks,and strengthen monitoring Technology and quality construction,systematic promotion of emergency medical rescue platform construction,coordinated promotion of pathogen detection and joint prevention and joint control mechanism construction,strengthening of protection and elimination capabilities,accurate assessment of "secondary disaster" losses,focusing on the implementation of legal governance at the grassroots level,and firm establishment Thinking about the countermeasures of people-oriented governance.Studying the construction of public health emergency management is of great significance to improving the emergency management capabilities of local governments and improving people’s health.It is an objective requirement for strengthening the theoretical support and practical guidance of local governments’ understanding of public health emergencies.
