The occurrence of COVID-19 has had a significant impact on the public management system in China.As the main body of the public health care system,the hospital management model has been adjusted,and the perceived organizational support of medical staff is therefore different than before and will directly affect their work status and performance,which is decisive for public health safety and hospital operational efficiency.Based on theories of organizational support and public service motivation,this study the key factors affecting the perception of perceived organizational support among medical staff by using questionnaires and interviews as variables to measure "changes in hospital management during the COVID-19 prevention and control period".Firstly,according to the theoretical foundation and pre-research,the perceived organizational support was deconstructed into three dimensions and nine sub-dimensions based on the mature scale: job support(scientific management,positive feedback,career development),value recognition(positive evaluation,valuing talents,humanistic management),and interest concern(salary incentive,humanistic care,ideological importance).Secondly,41 pre-study questionnaires and 500 formal questionnaires were distributed to medical staff in Hospital A to analyze their perceived organizational support under the influence of COVID-19 prevention and control.The overall level is moderate,the levels of the work support and value identity dimensions are close,and the interest concern dimension is lower,both have improved but not much compared to the pre-epidemic period,and each sub-dimension shows different characteristics and significant internal differences.Through interviews with 22 individual cases and 2 related administrative staff,it’s shown that resource attrition,individual differences,and frequent job transfers can affect their overall perceived organizational support,while role overload,poor communication and restricted promotion can affect their perception of job support,and value recognition,youth mentality,and staffing can affect their perception of value identity,pay imbalances,weak mechanisms,and decision-making styles can affect their perception of interest concern.Finally,the paper proposes a strategy to improve the perceived organizational support of medical staff during the emergency prevention and control of major epidemics with an emphasis on prevention,it is recommended that the hospital should further implement the "employee-centered" management concept,establish a long-term incentive mechanism,optimize the shift scheduling system,and strengthen organizational support measures in three targeted ways: work support,value recognition,and interest concern.
