Research On The Problems Of Supervision And Management Of The Drug Circulation In J District Under The Background Of The Reform Of Deregulation,Regulation And Service

Drugs are both a general commodity affected by the laws of the market economy and a special commodity subject to government supervision and management,after the production of drugs flow through the market to consumers,there are many problems in the circulation of drugs in the market economy,the regulation of drug distribution is particularly important.The reform of deregulation,regulation and service has stimulated the activity of the market economy,the drug distribution market has also had a huge impact on the regulation of drug distribution has put forward new challenges,drug distribution regulatory system and regulatory capacity problems continue to appear with the depth of the reform,the existence of certain problems directly affect the people’s lives and health safety.How to ensure the safety of the masses with drugs,but also to stimulate the vitality of market players,responsible for the supervision of drug distribution of the county(district)level market supervision has put forward new challenges under the continuous deepening of the reform of deregulation,regulation and service.This study takes the drug distribution supervision in J district as the research object,and explores the methods and countermeasures to improve the effectiveness of drug distribution supervision at the grass-roots level under the background of the reform of deregulation,regulation and service,in view of the problems and causes of drug distribution supervision at the grass-roots level.The study starts from the concepts of“deregulation,regulation and service” reform and drug distribution regulation,compares the current situation of domestic and foreign research and relevant policy documents,selects the holistic governance theory,the post-establishment supervision theory and the Information asymmetry theory as the theoretical basis of the study and elaborates the practical significance of the study.Secondly,by reviewing internal documents,questionnaires and interviews,the current situation of drug circulation supervision in J District under the background of “deregulation,regulation and service” reform,analyzing and studying the results of questionnaires and interviews,finding out the problems in drug circulation supervision in J District after the “deregulation,regulation and service” reform,such as weaknesses in regulatory enforcement,single regulatory body,weaknesses in supervision,and ineffectiveness of supervision,and through in-depth investigation,finding that the causes of the problems are imperfect regulatory legal system,insufficient participation of social subjects,backward regulatory means,and the reform of the grassroots regulatory authority and responsibility to undertake not in place.Finally,problem-oriented,based on the “deregulation,regulation and service” reform requirements,drawing on advanced domestic experience,combined with the actual situation in J District,from the improvement of the legal system of drug distribution supervision,the construction of a multi-participation supervision system,the use of information technology supervision,improve the operation mechanism of post-event supervision and other four aspects of countermeasures proposed to enhance the effectiveness of supervision while creating a good business environment to meet the needs of the masses on the safe use of drugs.
