| Drugs are special commodities which related to people’s life and health,reconstructing the order of production and circulation is about national economy,people’s livelihood and happiness,it is necessary and urgent.The development of drug circulation industry in China has made great achievements,but the chaos of drug production and circulation has not been fundamentally solved, pubble prices of drug has not been cured, and implement drug centralized bid procurement has appeared some new problems.Specificating and rectifying the order of drug circulation has became one of the major problems in the reform of Chinese medicine and health system.The Ministry of Health in People’s Republic of China has launched a roadmap of comprehensive medical and health system reform in2013,the road map contains five areas of reforming:(1)constructing and reforming medical security system,(2)the reform of the medical service system,(3)the breakthrough of public health system reform,(4)a new mode of drug supply,(5)the reform of government regulation system.In this paper.we will study on the fourth and fifth area.Based on clearing the connotations and features of drug circulation,we comb the theory of drug circulation and government regulation,the literature of drug circulation mode innovation and medicine circulation price regulation.then we mainly study the following main problems:(1)Under the premise of grasping characteristics of the global drug market and modern drug circulation,we study the problems of reform in drug circulation field,and analyze the five stages of changes about regulation in Chinese drug circulation from many views such as separation of clinic from pharmacy,promoting the standardization construction,improving the drug market concentration,regulating the behavior of enterprise management.developing social intermediary organizations,establishing modern information system.(2)Refining the main body which participate in the drug circulation industry and the whole process of drug circulation systematically,we construct the whole process of drug production and sales,and it can be divided into four parts:drug bidding system,drug circulation channel,drug circulation network,drug circulation terminal.This paper analyzes the drug circulation from the four modules which mentioned.(3)This paper summarizes the regulation characteristics and experiences of drug circulation industry in the developed countries,establishes the theory model about price regulation of drug circulation process,and analyzes the mechanism of price regulation in drug circulation industry under the conditions of grasping the current situation and problems of drug circulation regulation fully, and analyses the actual effect of medicine circulation regulation.Then we put forward some countermeasures for price regulation system of Chinese drug circulation from such viewsrimproving the legal system of drug regulation,establishing a unified independent drug regulation system,establishing a long-term supervision mechanism,improving the drug price formation mechanism,strengthening the supervision of drug use link,etc.The innovation points of this paper are:(1)We judge the relationship between the mainly body and related links of Chinese drug circulation logically,then we construct the analysis framework which can capture the nature of high drugs price systematically.(2)Finding the institutional defects of "double envelope" procurement bidding mechanism by using the auction mechanism model,and put forward a correcion paln for the existed disadvantages to establish the incentive mechanism of centralized procurement bidding in drug circulation industry.We also study the mode innovation of the whole process about drug circulation from four modules which mentioned.(3)Constructing the conditional price regulation model which under the control of drug source,and the intermediate link price regulation model in consideration of the market scope influence, and put forward the steps about price regulation of drug circulation terminal. |
