The reform of "delegating,supervision and serving" has been carried out for five years,it has produced excellent grades,many governments in promoting the reform of the administrative examination and approval system,optimize the service quality and level,to leave the palying field for business has taken effective measures,make the masses,enterprises in the government department work more efficient and convenient,but also reduces the cost of all kinds of market main body of the policy,the role of the service-oriented government further highlight,"delegating,supervision and serving" reform largely promoted the government management ability and level.Shaoxing medcial insurance agency as "delegating,supervision and serving" reform,under the reform of a local government department,undertake the services of orgnaization of Shaoxing health care function,since its inception by the end of 2018,the positive practice of reform measures,shorten the health care process,the matters multiple items to achieve the "online office",showing a high level service level and quality,multiple work walk in the forefront of the province,and is widely praised by the masses and superior departments.But while it is actively conforming to the huge trend of reform,the working pressure of its staff is also gradually highlighted,mainly reflected in the serious lack of handling force,the work task quantity is large and the requirement is high,working overtime has become the normal work and so on.Excessive work pressure will bring bad effects to individuals,and more directly affect the quality level of services.Therefore,it is of great significance to study the pressure status of the medical insurance agencies in Shaoxing City since the reform of "releasing supervision and serving" reform.The research objectives of this paper mainly include the relationship between the reform of "delegating,supervision and serving" reform and the work pressure of medical insurance agencies,the work pressure status of medical insurance agencies,the composition of the work pressure sources of medical insurance agencies,Different individuals react differently to work stress,the impact of work pressure,and Work stress mitigation strategies,etc.This paper will use Literature research method,semi-structured interview method,questionnaire survey method and statistical analysis method to carry out empirical research.By reference to the research achievements of other scholars,combining with Shaoxing nine workers health insurance agency orgnaization of semi-structured interviews as a result,the reform of"delegating,supervision and serving",since the Shaoxing medcial insurance agency of staff stress dimension defined as six aspects,namely the working properties,role stress,interpersonal relationships,career development,organization operation pressure,external pressure,based on revised to complete the "delegating,supervision and serving"reform",since the reform of Shaoxing medcial insurance agency of work stress questionnaire",through the Sojump software in Shaoxing medcial insurance agency of insurance of staff,recycling effective questionnaire 120 copies.The results of the questionnaire were analyzed,it found that since the reform of ""delegating,supervision and serving",the work pressure of the medical insurance agencies in Shaoxing City has increased,and the pressure situation is at a high level,the physical and mental health of their staff has been negatively affected.There was no significant difference between gender and 6 job stressors and pressure perception in different individual signs variables,while there was significant difference between marital status,age,organization,administrative rank,job position and 6 job stressors and pressure perception.Based on the results of the study,the paper analyzes the causes of the work pressure of the health insurance agencies in Shaoxing City since the reform of "" delegating,supervision and serving ".And combined with the actual situation of work put forward to relieve the work pressure of the strategy.This paper takes the people’s livelihood department of medical insurance agency as the research object,and at the same time puts it under the historical background of the reform of " "delegating,supervision and serving",so as to provide fresh case support for the theory of the modernization of grass-roots governance ability and the construction of service-oriented government.
