Study On The Allocation Efficiency Of Medical And Health Resources In Chengdu-chongqing Economic Circle

The Chengdu-Chongqing Economic Circle in southwest China is an important part to implement the Yangtze River Economic Belt and the “Belt and Road” Initiative.Since January 3,2020,the Communist Party of China Central Committee and the State Council have issued a master plan for buildng the Chengdu-Chongqing Economic Circle.Governments at all levels in Sichuan and Chongqing quickly launched relevant work,actively constructing Chengdu-Chongqing urban agglomerations.In October 2021,the State Council issued the Outlines for the Plan for Building Chengdu-Chongqing Economic Circle,and required to strengthen the co-building and common share of public services in this economic circle.As a major livelihood project related to people’s lives and health,health care is an important part of the coordinated development in the Chengdu-Chongqing Economic Circle.The allocation efficiency of medical resources,always a concerning problem in medical industry,attaches great research significance.This paper objectively describes the current situation in medical industry,utilizes the global-Malmquist index model in DEA(Data Envelopment Analysis)to calculate,analyzes the medical and health resource allocation efficiency,from 2015 to 2019,of urban agglomeration of Chengdu-Chongqing Economic Circle,summarizes the existing problems,and puts forward suggestions to improve the medical and health resource allocation efficiency in combination with the social development trend and other factors.This paper has a certain practical significance to strengthen the in-depth cooperation in the health care undertakings between Sichuan and Chongqing,and to promote the coordinated development of health care integration in related urban agglomerations.By looking up a large number of relevant documents at home and abroad,this paper briefly summarizes researches on the health care allocation efficiency,and analyzes and compares selected indicators in previous studies.After conducting complete evaluation,this paper selected the local financial expenditure in health care,the number of health personnel and beds as input indicators to make a modeling calculation,and selected the total number of visits and hospital admissions of medical institutions as output indicators to analyze,processed relevant data in global-Malmquist index model and compared the calculated data,and analyzed the allocation efficiency of health care resources in the Chengdu-Chongqing Economic Circle.According to selected indicators,this paper summarized three pionts:First,the overall resource in this economic circle is insufficient utilized and lack an integrated dynamic evaluation system.Second,the allocation efficiency among regions are totally different,and the allocation efficiency in two core regions are significantly higher than other regions.Third,administrative barriers have not been completely broken,and this economic circle lacks integrated development and cooperation mechanism.Fourth,althoguht the extended effects of Chengdu-Chongqing spindle are obvious,the driven momentum of "metropolitan area" is not strong.Finally,according to the research conclusions,this paper puts forward corresponding countermeasures and suggestions to the following four aspects: First,establishment of the guarantee mechanism for the coordinated development of health care integration.Second,improvments to health care services capacity in secondary cities.Third,improvments to the resource utilization capacity of grass-roots health care institutions.Fourth,enhancements to the coordinated development of health talents.At last,those suggestions support the integrated development of health care system in Chengdu-Chongqing Economic Circle.
